State of San Andreas v. Carlos Dorato

I. OPENING STATEMENT

The Legal Counsel of the San Andreas Police Department has assigned Senior Detective Steven Collin for this prosecution against Mr. Carlos Dorato.

Your Honor,
On the basis of an ongoing Criminal Investigation Department inquiry into illegal weapons possession and possession of marked money, the Detective Bureau initiated investigative actions against Mr. Carlos Dorato.

The investigation was initiated after Probationary Trooper Lester Jiovani apprehended Mr. Carlos Dorato during routine field operations, at which point illegal weapon cases and marked money were discovered in his possession. Following this, Staff Sergeant Luigi McCane became involved and formally submitted collected evidence and reports to the Criminal Investigation Department, which led to further investigative actions by the Detective Bureau.

On the 6th of January, 2026, following probable cause established through prior seizures involving AK-47 cases and marked money, the Detective Bureau obtained both search and arrest warrants, approved by Commissioner Kacper Kowalski.

Pursuant to the approved warrants, CID detectives executed a lawful search at one of the defendant’s properties located at Mulholland, Los Santos (GPS NR. 221). During the search, detectives uncovered a substantial cache of illegal firearms, weapon cases, explosives, narcotics, and miscellaneous criminal equipment far exceeding lawful possession limits.

After the execution of arrest warrant subject was found to have possession of Police Scanner x1.

All items were seized, documented, photographed, and secured following proper chain-of-custody procedures. The volume and variety of contraband clearly demonstrate intent to possess, store, and facilitate distribution of illegal weaponry.

With that being stated, the Detective Bureau presents the following charges.

IV. DEMANDS

The prosecution respectfully demands the following:
Seizure of 60% of the defendant’s net worth as criminal proceeds. Which will be equivalent to $16,683680
20 years imprisonment in a state penitentiary
Permanent confiscation of all seized weapons, explosives, narcotics, and criminal equipment


V. SETTLEMENT

Should the defendant plead guilty, the prosecution offers the following settlement:

Seizure of 40% of the defendant’s net worth as criminal proceeds. Which will be equivalent to $11,122,453
15 years imprisonment in a state penitentiary
Permanent confiscation of all seized items

Your Honor.

If I may have permission to speak, I choose to represent and defend myself today.

On the prior apartment theft, that AK-47 and marked money from LS 24/7 next to City Hall, the first door, Officer Lester seized them, and I served my nine months (in-game time) in jail. That place was stocked with AKs, M4s, and explosives.
But I'm not guilty of the charges from the items found in my house. It might sound ridiculous, but I trusted someone with a key to my mansion. He betrayed me, storing tons of illegal gear there without my knowledge or permission.
I stayed silent during the investigation out of shock, disappointment, and fear. But now, I'm telling everything.
I take some accountability for giving him access, but I don't deserve to lose 60%, no, 40% of my legal money and properties, Those didn't contribute to the illegal items.
I'm known as a legal businessman across San Andreas. Sure, I have some mental issues, but I'm no thief, no drug lord, no arms dealer.I hope, and demand, the real suspect gets caught and punished. Not me.

  • Mr. Carlos' explanation for not reporting the contraband "shock and fear" is not persuasive given the extreme nature and volume of the items, which posed a clear and immediate public danger.

  • Mr. Dorato it is your responsibility as the defendant to ensure your witness is present. The court will not delay proceedings indefinitely.

Your honor,

- Thanks for granting the subpoena.
- For my witness I already tryed to contact him as he agreed to come and will be here soon. Moreover, Your Honor, after my witness claims full ownership of those illegal items—which serves as clear evidence, that my legal businesses, properties, and money have nothing to do with this case,

I demand my immediate freedom and refuse to pay the 60% or 40% net worth punishment. Giving him the keys to my house doesn't make me his criminal accomplice.
However i hope the honorable judge, and the detectives that worked on this case, respectfully realise and understand that i m dealing with a dangerous cartel memebers, i can't just say anything directly. My life is on the line.

Also I need to mention and remind, police Enforcement responsibility to protect me as a citizen, since this type of people still exists because of them not doing a realy good job catching them and keeping them away from poor innocent citizens. It's realistic to blame enforcement failures when they're hitting innocent citizens with impossible fines like 16m while the real criminals walk.
I demand time and security inside and outisde my jail's cell,now and after this case ends.

I confess fully under oath: every weapon, explosive, narcotic, and illegal item found in Carlos Dorato's house belongs to me alone.
My house got robbed clean recently, left me desperate with nowhere safe to store my illegal haul, I begged Carlos Dorato, a business associate, for temporary access to his house just to stash goods. I swore up and down to him it was only legal items, pure lies on my part, Out of pure sympathy for my house robbery situation, he handed me the key to his house. I abused his trust completely, sneaking everything in at night to his house without him ever knowing, touching, or seeing any of it.Carlos Dorato is 100% innocent, he had no knowledge, no involvement, no permission. I hold all accountability for my actions, but please be easy on me considering my desperate situation.

Your Honor,

At the time of the incident, I was completing administrative paperwork on the San Andreas Government forum when I received an email from Probationary Trooper Lester Jiovani. The email informed me that Marcus DeLuca had been caught in the act of breaking into a residence, and that State Trooper Patrick Moss had attempted to harbor or protect him, but was unsuccessful.

Shortly afterward, I received a second, urgent email from Probationary Trooper Jiovani requesting my immediate presence at the department. He advised me that Trooper Moss was actively involved in the situation and appeared to be taking Marcus DeLuca’s side. Due to the seriousness of these allegations, I responded immediately to determine what was occurring.

Upon my arrival, I summoned Marcus DeLuca and Probationary Trooper Lester Jiovani in order to review body-worn camera footage. The footage clearly showed Marcus DeLuca exiting the property in question, with Carlos Dorato present alongside him at the scene.

During the subsequent investigation, an RPG weapon was seized from Marcus DeLuca. In addition, five AK-47 cases and $17,962 in marked money were seized from Carlos Dorato. Based on the evidence gathered at the scene and during the review of footage, I secured and detained both individuals inside the department pending further investigation.

It is also important to note that Marcus DeLuca is a former State Trooper and maintains a personal friendship with State Trooper Patrick Moss. During questioning, Marcus DeLuca admitted that his actions were wrong and acknowledged that he should not have committed them.


This concludes my statement.

"Your Honor, with the Court’s permission, I would like to respond to the defendant’s most recent statement and present my reply on behalf of the Detective Bureau."
He briefly glances down at his notes before lifting his gaze back toward the Judge, maintaining a firm and professional tone as he prepares to proceed.*



Your Honor,
the defense is attempting to rely on what can only be described as a "ghost owner" argument suggesting that because a third party allegedly stored these items, the defendant is somehow insulated from criminal liability. This position is legally incorrect.

The defendant is not charged with ownership of the contraband. He is charged with possession.

Actual Possession: At the time of arrest, the defendant was found with illegal items directly in his personal inventory. A list of these items is already attached in Exhibit IV, but for clarity, they included five AK-47 cases and a total of $17,962 in marked money seized from his person. Additionally, the defendant was apprehended alongside Mr. Marcus DeLuca while actively breaking into a property, making his intent and involvement clear. One does not accidentally carry weapon cases or marked money because someone else has access to their home. Possession of such items requires a knowing and intentional act, which fully satisfies the standard for actual possession.

The Shared-Key Factor: The claim that another individual may have had access to the mansion does not absolve the defendant of responsibility. A shared key does not function as a legal shield. As the primary occupant and controller of the premises—and as someone clearly aware of the contraband’s presence, evidenced by him personally carrying some of it the defendant exercised knowledge, control, and authority over the illegal items.
At a minimum, this establishes joint and constructive possession.

For these reasons, the prosecution maintains that the elements of possession have been clearly met, and the defense’s argument fails both factually and legally.
