
State of San Andreas v. Carlos Dorato
I. OPENING STATEMENT
The Legal Counsel of the San Andreas Police Department has assigned Senior Detective Steven Collin for this prosecution against Mr. Carlos Dorato.
Your Honor,
On the basis of an ongoing Criminal Investigation Department inquiry into illegal weapons possession and possession of marked money, the Detective Bureau initiated investigative actions against Mr. Carlos Dorato.
The investigation was initiated after Probationary Trooper Lester Jiovani apprehended Mr. Carlos Dorato during routine field operations, at which point illegal weapon cases and marked money were discovered in his possession. Following this, Staff Sergeant Luigi McCane became involved and formally submitted collected evidence and reports to the Criminal Investigation Department, which led to further investigative actions by the Detective Bureau.
On the 6th of January, 2026, following probable cause established through prior seizures involving AK-47 cases and marked money, the Detective Bureau obtained both search and arrest warrants, approved by Commissioner Kacper Kowalski.
Pursuant to the approved warrants, CID detectives executed a lawful search at one of the defendant’s properties located at Mulholland, Los Santos (GPS NR. 221). During the search, detectives uncovered a substantial cache of illegal firearms, weapon cases, explosives, narcotics, and miscellaneous criminal equipment far exceeding lawful possession limits.
After the execution of arrest warrant subject was found to have possession of Police Scanner x1.
All items were seized, documented, photographed, and secured following proper chain-of-custody procedures. The volume and variety of contraband clearly demonstrate intent to possess, store, and facilitate distribution of illegal weaponry.
With that being stated, the Detective Bureau presents the following charges.

Seizure of 60% of the defendant’s net worth as criminal proceeds. Which will be equivalent to $16,683680
20 years imprisonment in a state penitentiary
Permanent confiscation of all seized weapons, explosives, narcotics, and criminal equipment
V. SETTLEMENT
Should the defendant plead guilty, the prosecution offers the following settlement:
Seizure of 40% of the defendant’s net worth as criminal proceeds. Which will be equivalent to $11,122,453
15 years imprisonment in a state penitentiary
Permanent confiscation of all seized items
