I. OPENING STATEMENT
This action arises from the alleged unlawful detention of myself, Mr. Paco Qaiser, a State Licensed Attorney, by members of the San Andreas National Guard (SANG) while I was attending the State Penitentiary for the sole purpose of providing legal representation to a detained client. The interaction occurred on 14/07/2026 at 21:22 CET (20:22 GMT)
I was lawfully present, complied with all security procedures and was subjected to a search prior to entering the facility. Despite this, members of SANG detained, restrained and transported me away from SASP on the asserted basis that I was allegedly connected to a group they named as 'WWI', or 'the insurgency'.
The stated basis for the detention was an alleged connection between me and 'the insurgency' based primarily upon the location history of the vehicle operated by myself. Members of the SANG communicated that the vehicle had previously been observed within territory allegedly associated with WWI and that its last known location was near the Los Santos-Flint County (LS-FC) tolls. I submit that mere presence within a particular geographic area, without further evidence of association, membership, criminal conduct, or unlawful activity, does not establish a lawful basis to detain an individual. At the time, I had a legitimate reason for being within Flint County and was conducting lawful personal business. I was not aware that the area was considered restricted or associated with any criminal organization. There are no barriers or warning signs in place near LS-FC tolls. (But plenty on market strip in Central LS...) Despite the allegations made against me, the subsequent search and investigation revealed no contraband, criminal evidence, or evidence establishing any connection between me and WWI. I was released without charge. I was prevented from consulting with my client, who remained in custody without the benefit of retained legal counsel. This action seeks judicial review of the lawfulness of that detention and appropriate relief for the damages arising therefrom.
I, as a State Licensed Attorney understand the standard procedure of filing a complaint against such body. I also acknowledge the Court's preference for Alternative Dispute Resolution. However, this dispute concerns alleged misconduct by a State agency, involving the detention of legal counsel while engaged in the provision of legal services, whilst a client went unrepresented. I respectfully submit that judicial determination is necessary due to the public interest in ensuring the lawful exercise of governmental authority and the integrity of the justice system, promptly and effectively. The basis for this stems from CASE #CV-164. The evidentiary materials submitted within the initial pleadings by me against SANG are, on their face, sufficient and present justiciable issues warranting adjudication before a court of competent jurisdiction.

III. CAUSES OF ACTION AGAINST SANG
a. SA-PSC § III.1. Corruption and misuse of public office*** [F]
I saw members of SANG exercise the powers entrusted to them for purposes beyond those lawfully authorised. Rather than facilitating my lawful attendance as retained legal counsel, governmental authority was exercised in a manner that unjustifiably prevented me from carrying out my professional obligations. To the extent the evidence establishes that governmental powers were exercised improperly or beyond lawful authority, such conduct constitutes Misuse of Public Office contrary to SA-PSC § III.1.
b. SA-PSC § III.2. False imprisonment [M]
I was deprived of my liberty through detention, physical restraint and transportation by members of SANG. The detention occurred despite my cooperation and without a criminal offence ultimately being identified. Following the investigation, I was released without charge. Accordingly, my liberty was restricted without lawful justification, constituting False Imprisonment contrary to SA-PSC § III.2.
c. SA-PSC § III.10. Obstruction of justice [M]
At all material times I was acting as retained legal counsel for a detained client. The detention prevented me from consulting with his client during ongoing legal proceedings and thereby interfered with the ordinary administration of justice. I submit that preventing retained legal counsel from carrying out his professional duties materially impeded an ongoing legal process and therefore constitutes an Obstruction of Justice contrary to SA-PSC § III.10.
d. SA-PSC § III.20 — Trespassing in a Restricted Area
At all relevant times, the State Penitentiary and associated secured areas constituted government-managed facilities subject to restricted access and security procedures. I allege that members of SANG entered restricted areas without proper authorization and exceeded the authority granted to them by entering secured areas through unauthorized means. I further allege that such entry was not conducted through the proper channels or with the consent of the responsible authorities controlling the facility. It is likely SANG was not supposed to be present at the time, especially as I saw doors were being breached by SANG agents. A masked man nudging me with an M4 Assault Rifle to get my attention was not on my bucket list and definitely did not sit right by me. By entering a secured government facility without proper authorization, the Defendant's agents engaged in conduct falling within the scope of SA-PSC § III.20 — Trespassing in a Restricted Area.
IV. DAMAGES
As a direct consequence of the Defendant's conduct, I have suffered, including but not limited to:
• Loss of liberty.
• Interference with my legal practice.
• Interference with my professional relationship with my client.
• Reputational harm.
• Emotional distress and inconvenience.
V. RELIEF SOUGHT
At the time, my immediate concern was not financial compensation. My priority was returning to the State Penitentiary and ensuring my detained client had legal representation. My refusal to discuss compensation at that moment was due to the urgency of my professional obligation and should not be interpreted as a waiver of any future claims or remedies. Should the court find SANG to have acted unlawfully against me in this instance, I respectfully request these remedies to be enforced by the Court:
a. Award SANG to pay me compensatory damages in an amount of $1,000,000 due to the distress caused.
b. Order SANG to provide me with a written apology.
c. Grant such other and further relief that the Court finds to be just and equitable in my circumstances.
