State of San Andreas v. Donnie Siegel

I. Opening Statement

Your honor,
On the 21st of May, 2026, the Detective Bureau received a report regarding officers allegedly finishing a suspect during an incident. Due to the severity of the allegations, an official investigation was initiated by the Detective Bureau.
Following the opening of the investigation, Trainee Detective Thomas Buckley was officially assigned to the case for investigative review and evidence analysis under the authority of the Detective Bureau Command.
Detective Mysha secured the involved officer’s bodycam footage and later placed the device on the investigation table for review. I subsequently retrieved the bodycam and reviewed the footage through the Detective Bureau computer system.
During the review of the footage, Officer Donnie Siegel was observed soliciting Officer Bob Boulevard to commit criminal acts connected to the unlawful killing of the suspect. The footage additionally showed clear abuse of police authority, misconduct under color of law, and actions inconsistent with lawful police procedures and departmental policy.
The investigation further determined that the involved officers acted outside the scope of their lawful authority while attempting to handle the incident and involved individuals present at the scene. Statements and conduct observed during the footage review indicated consciousness of guilt and attempts to avoid accountability for the incident under investigation.


II. Charges
SA-PSC § III.1. Corruption and misuse of public office
The defendant abused his authority as a sworn law enforcement officer and acted outside lawful police procedures while on duty.
SA-PSC § II.15. Attempted Murder
The defendant, Donnie Siegel, intentionally used deadly force against an individual with the apparent intent to cause death or serious bodily harm.
SA-PSC § VIII.2. Soliciting
The defendant encouraged and participated in unlawful conduct connected to the incident involving other individuals.

IV. Demands

The Prosecution respectfully submits the following sentencing recommendations to the Court:

1: Asset Forfeiture

Seizure of assets up to 5,000,000$.

2: Custodial Sentence

A term of 20 years imprisonment to be served in a State Penitentiary.

V. Settlement Offer

In the interest of judicial economy and to avoid unnecessary court proceedings, the Prosecution extends the following plea agreement:

Terms for the Defendant

The defendant must enter a formal guilty plea to the charges presented and waive the right to a full trial.

Offer by the State

Upon acceptance of the above terms, the State agrees to reduce the custodial sentence from 20 years to 15 years imprisonment and reduce asset forfeiture from $4,000,000 to $2,000,000.

Conditions of Validity

It shall remain valid only if accepted prior to the commencement of trial proceedings.

Failure to accept will result in the State pursuing full penalties without reduction.

The First Judicial District Court recognises this Criminal Lawsuit as submitted by the Prosecutor Police Detective I Thomas Buckley on behalf of the San Andreas State Police, henceforth the Plaintiff. The evidence provided in the initial documentation provided by the state prosecution against Mr. Donnie Siegel, henceforth the Defendant, is deemed as sufficient and removes possibility for summary dismissal. Let it be recognised that the court has assigned this case ID # CV-175.

To the Defendant:
You have forty-eight (48) hours to confirm whether you will be represented by a legal counsel or intend to defend yourself in this case. If you have hired legal counsel, please have them reply to this court communique with their details. Failure to confirm these details within the 48 hour window will result in this court issuing a summons for your appearance. Failure to appear before this court does not invalidate this case and we will proceed without you if we need to.

DEFENSE STATEMENT

I, Donnie Siegel, will be representing myself in this case.

Your Honor,

I will be starting off by explaning what really happened on the day of May 21st, 2026.

During my patrol with Officer Bob Boulevard, we were chasing two suspects. The suspects headed towards Market, specifically in the sewers, outside the Black Market entrance. Upon arrival, both suspects exited their vehicle and opened fire towards me & Officer Bob. Our life was put in danger, so we returned fire. After fire was exchanged, the suspects ran inside the Black Market. Immediately, we also rushed inside and as soon as we entered, we managed to take them down. We approached them and continued with the procedures of securing both of the suspects, such as cuffing, offering medical assistance, frisking & seizing. After medical assistance was provided to both suspects, only one managed to make it out alive, while the other one couldn't. When we had just exited the market and were securing the suspect inside the cruiser, unexpectedly, a random civillian comes nearby and instantly opens fire against me & Officer Bob. Once again, our life was put in danger and without the use of the deadly force, we couldn't make it out alive. The civillian that appeared to be shooting us outside the market came in help of his friend and attempted to assist him in escaping, with it not being possible and resulting into negative consequences. He also loses his life, although we tried our best to keep him alive. Meanwhile I was about enter the cruiser and leave from the scene to transport the secured suspect to the State Prison, Officer Bob decides to do something completely unnecessary, by shooting the knocked suspect, that had already lost his life due to the severe gunshot wounds. Under no circumstances I encouraged, instructed, urged, supported or pushed Officer Bob into doing the act. Officer Bob acted entirely on his own initiative, his decision was made independently. Meanwhile, the reporter of this incident had arrived in the scene and witnessed Officer Bob's act which he later reported to the authorities.

II. CLARIFICATION ON THE ADDED CHARGES


I. SA-PSC § III.1. Corruption and misuse of public office
  • For the prosecution to prove corruption or misuse of public office, they must show that I knowingly abused my position for personal benefit. I did not receive any benefit, reward, advantage, or favor. Nor did I use my position to help Officer Bob gain anything. The evidence presented does not establish any of those elements. Not reporting my colleague's misconduct is not corruption, it's a failure of doing your duty job properly. That falls under a completely different rule: SA-PSC § III.32, Negligence in Public Office. And that is a misdemeanor. I did not try to hide Bob's act, I simply did not report it and for that I have openly admitted my mistake during the interrogation. I made a procedural mistake and I am not coming up with excuses but instead I am admitting and owning up to it. Something else I would like to mention is about speaking of my inventory. As I was being detained and frisked by the detectives, I came out very clean with the carrying items I had with me, something that prosecution did not bother to show or mention, of course beacuse it was not in their favor. Most of the times when a police officer gets detained in cases like those, they're found carrying illegal substances. A corrupt officer wouldn't do all of that so I genuinely have surprised them here. So, the prosecution is overreaching here, this charge is completely wrong, if they have to charge me here, it should be under § III.32. The corruption charge makes no sense based on the evidence provided and it should be dismissed.
II. SA-PSC § II.15. Attempted Murder
  • This charge makes me raise a question to the prosecution because the prosecution itself appears to have changed the charge. During interrogation, I was informed that I was charged for Murder. Now in court, that charge has apparently become Attempted Murder. I would like the prosecution to give an explanation for this. If they initially believed a murder occurred, what caused them to abandon that charge? And if they now believe attempted murder occurred, with what evidence is the prosecution going to back up their charge against me? Excuse me but who did I attempt to murder? You do not add charges based on radio transcripts. (Miles was not present when gunshots exchanged, only witnssed Bob's act. So, you can't dig into admin logs and take them as evidence. More is explained in the off-topic below.) The prosecution has literally provided zero evidence to validate this charge. Nobody else was present when shots were fired inside the market, only me, Officer Bob and the suspect. The prosecution is based on the radio transcripts for this charge, but they have zero knowledge of what really happened in reality. I fully defend myself here, because this charge is added wrongfully. Just because I shot one of the suspects while he was holding no weapon, it does not mean that I have attempted to murder him. In fact, he had just opened fire on me outside the market and after entering inside, I managed to shoot him down. The suspect not less than ten seconds away had provided imminent threat towards me. So as a police officer here, I have the right to shoot as I have to defend myself against a suspect who attempted murder on me and my colleague. In no way, I attempted to murder someone innocent. In this situation I have only faced three criminals that attempted murder on me & Officer Bob. So, I have used deadly-force only when I was being threatened for life, not to harm anyone innocent. If the police in general would charge people based on radio transcripts, I guess nobody would be walking free. Without any proper evidence that shows me as a police officer attempting murder, this charge should be dropped.
III. SA-PSC § VIII.2. Soliciting
  • The solicitation charge is unsupported by the evidence. I wonder if the prosecution even knows what ''soliciting'' means and where they find the courage to accuse me for this reason. I was left speechless when I heard about this charge. Detectives should come more prepared when executing a arrest warrant, during the interrogation the female detective showed her unprofessionalism and lack of knowledge. Now to proceed with this charge, I want to start off by explaning this charge, as the proescution itself might not know what it does mean. Solicitation is when X person encourages, urges, commands or supports person Y to commit a crime. Sorry but I have not encouraged or urged Bob to do the act. Speculation, assumptions, or guilt by association are not evidence. Being present when another officer commits misconduct does not transform me into the person who solicited it. The act was made independently and was completely unexpected. I was stunned and wondered why would he would do it. In the evidence given by the prosecution, you can notice that I am telling him not to do such act and he replies with: ''Why?''. I wonder how do you accuse me of solicitation with no specific evidence at all. I will kindly accept the charge with open arms and be willing to face its consequences if the prosecution shows me just one single evidence of me urging or ordering Officer Bob to do the act. If the prosecution shows me any sentence of me urging or encouraging Bob to do the act, it would be nonsense to continue this discussion, as I would be ashamed of myself to be in front of this court again. Once again, being alongside an officer who commits a crime does not mean that I have encouraged or told him to do the act. The prosecution is misinterpreting here. I did not participate in any unlawful conduct, as I said I have nothing to do with Bob's act. It is really a shame how an authority like the Detective Bureau is throwing false accusations on a police officer like me. Everyday I have given my best for the state, so will I continue to do. It would be a disgrace for me to be punished by some amateur investigators, who have just passed their examination to achieve the first rank and that make court cases as trainee detective. The commanding officer who leads this team is the one to be judged here, because the unprofessionalism in this team can be seen very clearly. You do not let a trainee detective investigate a case like this and then, allow him to make a court case. He has just been accepted, he should be learning other things, rather than making court cases. No wonder why the prosecution lacks evidence and most importantly, opens a court case based on allegations. Somehow this trainee detective, finds the courage to open a court case against me and at all costs, find a way to ruin my reputation by making me look bad in public, penalize me from my duty job, throw fake charges on me, attempting to get me guilty for something I did not commit and get me behind the cells. I would also like to mention that this inept trainee detective who has opened this case against me not long ago was rejected from being part of the San Andreas Police Department for negative evaluation, so I can imagine what he has done. By no means, I have never had any intention of breaking the law, live under corruption or harm any citizen. Throughout my career as a police officer, I have served with pride & honor. So, if I would have done such things, I would have simply admitted, just like I did for not reporting Bob's act to the supervisory. I cannot hold someone's mistake on my arms. So again I see another accuse without evidence, therefore the charge of Soliciting should be dismissed in its entirety.

III. SUMMARIZATION & CONCLUSION

So here I am, giving responsibility for Bob's actions. I would like to ask the prosecution, have you taken any action against Bob for his act? Maybe you've discharged him from his duty job, is that all? Why am I being the one accused here and not him? Why do I have to be judged for his actions and just because I was present, doesn't mean I am guilty or supported him in his act. Once again, I did not attempt to murder anyone. I did not order, encourage or urge Bob to do the act. He decided to do it on his own. In the evidence given by the prosecution, I immediately told him about the mistake he committed and he can be seen asking me: ''Why?''. So, in a sort of way, I believe he did not do it intentionally. Anyway, I am here to defend myself and not him, though I am here for his actions. The prosecution in this case against me is lacking evidence based on the charges they have thrown towards me, accusing me in this kind of way is unacceptable.
So, I come to these three main conclusions:
  • For the corruption charge - the prosecution has failed to show any personal gain, abuse of authority, or corrupt intent from me.
  • For the attempted murder charge - I did not fire towards any innocent citizen & did not assist in the shooting. The prosecution has failed to prove intent, participation, or any act committed by me that would constitute attempted murder.
  • For the solicitation charge - the prosecution has not presented a single piece of evidence showing that I ordered, encouraged, requested, or persuaded Officer Bob to commit the act. Without evidence, the charge is based entirely on assumption and cannot stand.
So, once again. I have consistently accepted responsibility for the one mistake I actually made: failing to report Officer Bob's misconduct to a supervisor. I admitted that voluntarily during interrogation. However, a failure to report is not corruption nor solicitation. The prosecution has presented allegations, but allegations are not evidence. The prosecution fails to provide proper evidence in order to back up their charges. Officer Bob made his own decision, I cannot be held criminally responsible for an act that I neither committed nor directed. Therefore, all charges should be dismissed.

OOC: Adding Attempted Murder as a charge being based on the damage logs is not fair and it's abuse. Only me, the suspect & Bob were inside the black market when I've fired with MP5. Miles hadn't arrived yet, so you can't dig into admin logs and paste them here as evidence while he wasn't present. He came when we exited, and witnessed only Bob's act outside. So, I don't wanna be punished because you guys take admin logs as evidence, it's not acceptable. You want to make me guilty forcefully, but it doesn't work like that. Nobody was inside to give you such info or witness what happened, even though It's all ok from my side, I haven't done anything illegal, so I am just saying, cause that's admin abuse. Same for chatlogs. What are you trying to point out? Miles has only heard the /U chat, nothing else. If he would be inside and see anything else, he would screenshot and give you anything as evidence, but no, all he managed to provide were the 2 screenshots and nothing else. Here it is Miles' fault for doing this. You've also pasted chatlogs that had nothing to do with the situation, such as:
21-05-2026 00:20:15 - Donnie_Siegel (38)(12160): Yeah, I used to have some issues with him before.

In the two sentences provided below, I was talking to an administrator related to the situation:
21-05-2026 00:27:21 - Donnie_Siegel (38)(12160): We just killed his _Wolfe friends, and he came in scene.
21-05-2026 00:27:38 - Donnie_Siegel (38)(12160): Now he acts like innocent.
Any manager can confirm the conversation between me & the admin if needed.

Because I said ''killed'', doesn't mean I have done anything wrong and you have to charge me for it. As I said I was talking to an administrator. I really killed them, and I just expressed it that way, it does not mean corruption. Always remembering it was a suspect and he shot at us.
And the rest of the chatlogs make 0 sense, you've included chatlogs 10 mins after the sit had already ended, which are are not related to the situation. No idea what are you trying to point out with them. Talking about unprofessionalism, that is exactly what I meant. Adding charges based on admin logs, only seen it from you for the first time. I'm not saying you do not take chatlogs as evidence, but you have to be present, unlike Miles that was NOT PRESENT to witness what happened, just went through admins logs and gave it to you as evidence. That's not allowed.

I. FINDINGS
The evidence provided in the initial documentation provided by the state prosecution against Mr. Donnie Siegel, henceforth the Defendant, has been reviewed and has been found that such case shall be handled internally within the San Andreas Police Department's respective command & internal affairs if matter escalates. Such case may only be brought before court if the Defendant has exhausted all means within the Department to get it resolved and the results deemed unjustified, unsatisfactory. Note that if the results are valid, the case will be dismissed regardless.


II. RULING
The court finds Mr. Donnie Siegel "Not Guilty" after consulting & inquiring with the Executive Staff of the San Andreas Police Department. The case has been dismissed and handled internally.
