I. OPENING STATEMENT

Your Honor,

The Federal Bureau of Investigation, on behalf of the United States of America, formally brings charges against the defendant Mobon Kray registered owner and leader of Kray Stakes LTD and KrayZ News (KZN) and duly elected Governor of the State of San Andreas, sworn into office on February 1st, 2026.

On March 2nd, 2026, between 17:00 and 18:30 CET, agents of the Federal Bureau of Investigation conducted a lawful, unannounced compliance inspection under United States Code Title VIII (G) on two businesses registered under the defendant's name: Kray Stakes LTD and KrayZ News. The inspection was conducted by Supervisory Special Agent Steven Collin (Mask_21791), Agent Sonny Eastwood (Mask_57316) and Probationary Agent Felix Walken (Mask_94446).

During and subsequent to said inspection, the Bureau uncovered a series of violations spanning federal corporate law, illegal gambling operations, tax evasion, racketeering activity and critically an abuse of gubernatorial power constituting federal corruption.

The defendant refused to cooperate with the inspection repeatedly and unlawfully demanded a warrant despite being informed that no warrant is required under USC Title VIII (G), invoked his right to remain silent during a compliance inspection a right which does not apply in this context and was subsequently placed under arrest for obstruction of a federal inspection. Since his arrest, the defendant has refused to speak without the presence of a specific attorney Mysha Basundhara and has not secured legal representation within a reasonable period. The case therefore proceeds.

The Bureau submits that the totality of evidence presented herein including inspection recordings(chatlogs), extracted company data, photographic evidence of unlicensed public gambling advertisement, billboard imagery and vehicle wrap photography establishes beyond reasonable doubt that Mobon Kray operated a criminal gambling enterprise under the guise of a legitimate sports management company, evaded all applicable federal taxes, obstructed federal agents in the execution of their lawful duties, and abused his gubernatorial office to interfere with federal agency operations.

The Bureau respectfully requests that this Court impose the maximum applicable penalties as outlined in Section IV of this filing.
II. CHARGES

[1x] USC Title VIII (G) Obstruction of Federal Inspection
The defendant refused to cooperate with a lawful federal compliance inspection, repeatedly demanded a warrant despite no warrant being required, ordered federal agents to vacate his premises and invoked his right to remain silent in a context where cooperation is legally obligatory. Cooperation under USC Title VIII (G) is not optional it is a federal mandate. The defendant's actions constitute direct obstruction of a federal inspection.

[1x] USC Title VI (B)(3) Impeding a Federal Inspection
The defendant actively impeded the inspection by refusing to produce documentation, denying agents access to company records and repeatedly demanding agents vacate the premises, thereby directly obstructing the Bureau's ability to execute its federally mandated inspection duties.

[1x] SA-PSC § III.10 Obstruction of Justice
The defendant, through his repeated refusal to cooperate, interference with agent questioning and attempts to terminate the inspection by any means available, obstructed an active federal investigation and legal proceeding.

[1x] USC Title VIII (A) Failure to Display Prices
The defendant failed to maintain or display any pricelist for services offered by Kray Stakes LTD. The price chatlog retrieved during the inspection was confirmed blank. Under USC Title VIII (A), all operating companies are required to display their prices on their official platform. No such record existed for Kray Stakes LTD at any point reviewed.

[1x] SA-PSC § III.23 / § IX.6 Illegal Gambling / Operation Without a Gambling License
The defendant admitted during the inspection that Kray Stakes LTD conducted a boxing event with live betting. The defendant was unable to produce a gambling license. Furthermore, photographic evidence confirms that Kray Stakes LTD vehicles bore the phrase "Place your bets and win big!" and the defendant's contact information, constituting active public solicitation of gambling services. A billboard attributed to the defendant displayed the phrase "Bet Bold Win Bigger" alongside contact information. Legal betting may only be performed in licensed casinos or state authorized companies. The defendant held neither authorization nor license.

[1x] USC Title VIII (E) Tax Evasion
Company data extracted via USB flash drive by Agent Eastwood confirmed zero tax filings for Kray Stakes LTD across the reviewed period of December 2025 through February 2026. The defendant confirmed during the inspection that no tax records existed for the company, despite the company having conducted at minimum one revenue generating event involving live betting.

[1x] USC Title X (C)(D) Racketeering Receiving Income Derived from Racketeering Activity / Maintaining an Enterprise Through Racketeering Activity
The defendant operated Kray Stakes LTD as an unlicensed gambling enterprise, generating income through illegal betting activities conducted under the guise of sports event management, with zero financial reporting, zero tax compliance and active public advertising of gambling services. Income derived from this unlicensed gambling operation constitutes income derived from racketeering activity under USC Title X (C). The maintenance of Kray Stakes LTD as the vehicle for these activities constitutes maintaining an enterprise through racketeering activity under USC Title X (D).

Exhibit F: Defendant's Refusal to Secure Legal Representation
Following his arrest, the defendant was informed of his right to an attorney. The defendant demanded representation specifically from Mysha Basundhara and refused to engage with any alternative legal representation. The defendant was afforded a reasonable period to secure counsel of his choosing. As no representation was secured within that period and no cooperation was forthcoming, the case proceeds without the defendant's participation in pre-trial proceedings.

IV. DEMANDS
  • The defendant Mobon Kray to be imprisoned for a minimum of 15 years and a maximum of 20 years in consideration of the totality of charges, including the aggravated nature of the corruption charge given his position as an elected Governor;
  • The defendant to be permanently removed from the Office of Governor of San Andreas effective immediately upon conviction, pursuant to USC Title V (A)(2) and USC Title VIII (C) which mandate removal from positions upon conviction of corruption and malicious use of public office.
  • The defendant to be barred from holding any government position or office state or federal for a minimum period of 5 years (( 6 months )) pursuant to SA-PSC § VIII.5.
  • The defendant to be permanently barred from operating Kray Stakes LTD, and said company to be disassembled and closed pursuant to USC Title X (E) Enterprises in Racketeering Activity.
  • The defendant to be fined $20,000,000 in aggregate, reflecting violations across USC Title VIII (A), (C), (E), (F), and (G), and USC Title X (C)(D).
  • All assets and proceeds tied to the unlicensed gambling operations of Kray Stakes LTD to be seized by the federal government.
  • The defendant's remaining company, Kray-Z News (KZN), to be placed under federal audit and supervision pending further investigation into the financial relationship between the two entities.
V. SETTLEMENT OFFER

The Federal Bureau of Investigation is prepared to offer the following settlement, contingent upon the defendant entering a full guilty plea to all charges:
  • If the defendant pleads guilty, the FBI is willing to reduce the requested prison sentence from 20 years to 10 years.
  • If the defendant pleads guilty, the FBI is willing to reduce the government office bar from 5 years to 3 years (( 3 months )).
  • If the defendant pleads guilty, the FBI is willing to lower the requested monetary penalty from $20,000,000 to $15,000,000.
  • The disassemblement of Kray Stakes LTD and federal audit of Kray-Z News remain non-negotiable regardless of plea.
  • The removal from the Office of Governor remains non-negotiable regardless of plea.
The defendant must justify to the Court why any offered settlement would be unreasonable.

Recusal Request

The defendant, through legal counsel, respectfully moves for recusal of the currently assigned honorable presiding judge and states as following:
  • The honorable presiding judge oversaw CV-0612 where FBI brought up charges against defendant on an incident that took place on July 23, 2026, a future date.

Motion for Dismissal

To the honorable court,
The defendant, through counsel, respectfully moves this Court to dismiss the charges, prior to trial proceedings, in their entirety due to procdeural violations and constitutional breaches by the Federal Bureau of Investigation.
The motion is based on following grounds:
  • Improper arrest following assertion of Constitutional rights
    During inspection on 2nd March, the defendant initially cooperated, when questioned, defendant invoked his constitutional rights to remain silent and right to counsel. This conduct was purely verbal and non-obstructive. Invoking constitutional protections does not constitute obstruction, defendant was arrested for obstruction of justice solely for assesrting these rights, rendering it into an improper arrest.
  • Unlawful occupation of private property
    The FBI entered defendant's business, Kray Stakes, in his absense and without consent, took it upon themselves to occupy a private property. This action constitutes intrusion into private property. Such action infringes on the defendant's right to privacy secured under Article I, Section III of Constitution.
  • Improper and repeated interrogation
    On 3rd of March, legal counsel Mysha Basundhara concluded cooperation, and clearly directed that the matter proceeds to court. Despite this, the FBI repeatedly reinitiated interrogation sessions while defendant was in custody and completely disregarded counsels direction.
  • Violation of Holding Cell limit
    The defendant was detained on 2nd of March and remained in custody beyond the permitted 14 day period without any timely prosecution ( 21 in this case as there was a 7 day war event).
    Under governing rule, such delay results in presumtion of release hence continued detention beyond this period was unlawful.
  • Coercive and inhumane detention conditions
    During custody, in one of the interrogation session, the defendant was denied access to restroom facilities untill point of physical distress. Such treatement depicts unlawful detention standards and coercive conditions.
  • Cumulative procedural misconduct
    Such actions constitute a pattern of procedural violations and constitutional breaches which irreparably compromises the integrity of prosecution.
The Defendant respectfully requests this Honorable Court to dismiss all charges in their entirety.

PROSECUTION'S RESPONSE TO MOTION FOR DISMISSAL
Your Honor,

The Prosecution opposes the Motion for Dismissal in full. We will address each ground briefly. None of them justify dismissal.

Before proceeding, the Prosecution draws the Court's attention to a conflict of interest. The motion is filed by Chuck Clayton, who holds the position of State Vice Governor. Representing the defendant a former Governor in a federal criminal case while simultaneously holding a senior state government office raises serious concerns regarding impartiality and separation of powers. The Court is invited to consider whether this representation is appropriate.

I. The Arrest Was Legal

The defense claims the defendant was arrested for invoking constitutional rights. That is not accurate.

USC Title VIII (G) states clearly:
"It is obligatory for the company to cooperate with requests to display their documentation."

This is a federal law and duty. It has no exceptions. The right to remain silent applies in criminal interrogations not in federal compliance inspections. These are two entirely different legal situations.

The defendant was warned multiple times. He refused every time. That is obstruction. The arrest was lawful.
At Kray Stakes LTD, the defendant cooperated partially, produced blank documents and made verbal admissions. He was NOT arrested at
this location.
At Kray-Z News, upon Agent's formal questioning, the defendant invoked his right to remain silent, repeatedly demanded a warrant despite agents citing USC Title VIII (G) clearly. Mr. Kray ordered agents to vacate his private property. He was warned multiple times that non-cooperation constitutes a federal violation. He persisted.



II. Entering The Business Was Lawful

USC Title VIII (G) states:
"These inspections can be conducted without prior announcement."

No consent is required. No warrant is required. That is the entire point of an unannounced inspection. The recordings(chatlogs) confirms agents contacted the defendant by phone and he was present for the full inspection. Nothing was done in his absence.

This ground fails.

III. Repeated Interrogation No Evidence Provided


The Prosecution's case file is fully documented. If the defense is making this claim, they must show proof. A sentence in a motion is not proof.

This ground fails.

IV. Detention Period Was Approved

The defense has not cited a single specific law establishing a 14-day limit or automatic presumption of release. The Court is asked to require that citation.
Off Topic
Regardless the extended period was caused by a Global war event after which the defendant went inactive and delayed proceedings himself. This extension was reviewed and approved by management.

And even if there were a detention issue it would affect custody status only. It cannot erase crimes committed on March 2nd, 2026. Charges, evidence and admissions remain untouched.

This ground fails.

V. Restroom Claim No Evidence Provided

No medical report. No witness. No complaint filed at the time. Nothing.
Even if proven, detention conditions are a separate administrative matter. They have no bearing on criminal charges arising from the defendant's own conduct before he was ever in custody.
SA-PSC § VIII.7 is also relevant here:
"Any individual who claims ignorance of the law to avoid the consequences of their actions, shall not have said claims deemed as a reasonable excuse."

This ground fails.

VI. No Pattern of Misconduct Exists

Five grounds. All five fail. A collection of failed arguments does not become a pattern of misconduct.
What is actually documented in this case is the defendant's own conduct — his blank financial reports, his gambling advertisement vehicles, his billboard, his PSA logs zeroing federal wages, and his own verbal admissions during the inspection. All timestamped. All on record.

Conclusion

Not one ground in this motion is supported by a law citation or a piece of evidence. The Motion for Dismissal must be denied in full. The United States is ready to proceed to trial.

Motion to compel discovery

To the honorable court,

The defendant, through legal counsel, respectfully moves this honorable court to compel FBI to provide complete and unaltered recordings of inspection and defendants interrogation. This request is made as the recordings are key evidence in the defense of the defendant under constitutional right to fair trial.

In reference to CV-0113 Khalil Adewale v. SAPD, where SAPD requested the summary judgment due to lack of evidence by Adewale of physical abuse, the court ordered SAPD to provide recording.

The defendant, through legal counsel, respectfuly requestes that the court:
  • Compel the FBI to produce unaltered recordings of all the inspection and interrogations
