I. OPENING STATEMENT
Your Honour,
According to the State Law Article I, Section IV Subsection 1, the San Andreas Police Department has assigned Mr. Conrad Lopez and Mr. Nan Ting for this criminal proceeding against Mr. Mark Salazar.
10th of August 2025, approximately 13:36 CET, an advertisement has been placed with the following statement: "Vote Schatten Wolf for LV Mayor and see real change in Las Venturas. 10k per vote" and was later identified to be posted by Mark Salazar, while he as an active candidate of Las Venturas mayoral election under the phone number of 909066. Upon identification, an investigation was initiated. The contents of the advertisement implies a direct financial incentive in exchange for electoral support, which constitutes a serious violation of the SA-PSC III.24. Electoral bribery [F]. Upon meeting with the defendant, a money was handed to one of the undercover detectives on the field in exchange for electoral support. [EXHIBIT I]
An arrest warrant against Mr. Salazar was subsequently requested and approved. Mr. Salazar was apprehended in Los Santos City Hall and processed in the SAPD Centeral Station for further processing, during processing, the subject was found to be in possession of six (6) Percocet tablets without medical prescription, constituting a direct violation of SA-PSC VI.1 – Possession of an Illegal Substance. During the interrogation, the defendant claimed ignorance regarding the illegality of offering monetary incentives for electoral support, he was acknowledged of its illegality by his friend mentioned it, then Mr. Salazar is placed in holding cell for further investigation. [EXHIBIT II]
On the same date at 17:17 CET, a search warrant against defendant's property is approved, after a successful execution of search warrant with the Special Weapons and Tactics to his property at El Corona, Los Santos NR. 1249. Illegal substances was found in his storage, subjecting to the crimes of SA-PSC VI.1. Possession of an illegal substance & SA-PSC VI.3. Miscellaneous items. The list is as follows:
- 1213g Heroin
- 352x U.S. Marked Bills
Your Honour, this kind of offence against state democratic process has represents a seriously humiliation to our electional system. Defendant's action heavily damaged public trust to our government and its processing and disrupting the freedom, fairness and impartiality of the election. Such conduct cannot be dismissed as mere ignorance, as claimed during interrogation.
According to the search warrant against NR. 1249, high quantity of illegal contraband compounded this violation with Heroin and Marked U.S. Marked Bills which revealed the defendant's criminal activity into addictive drugs and economic crime beyond his electoral bribery offence. I'd like to ask which mayor candidate would possess these contraband while attending an active political election?
The prosecution will like to remind all parties that are now activitly involving of current election shall be refrain themselves getting involved in such shameful offence. The SAPD has presented evidence supporting these claims, including initial of advertisement, statement from the defendant and solid evidence of contraband storage. The prosecution gratitudes the Court for its work on this legal proceeding.
