IMPLEMENTATIONS:
ARTICLE II. CRIMES AGAINST A PERSON
SA-PSC § II.20. Harassment [M]
The act of repeatedly targeting an individual with unwelcome behavior, including persistent communication, intimidation, inappropriate physical contact, or deliberate emotional distress. Includes in-person and online behavior.
SA-PSC § II.21. Identity Theft [F]
The unauthorized use of another person's personal, legal, or financial information with the intent to commit fraud, deception, or harm.
SA-PSC § II.22. Online Impersonation [M]
Creating or using a digital identity to impersonate someone else with the intent to deceive, defraud, intimidate, or harm.
SA-PSC § II.23. Cyberbullying [M]
Using digital communication platforms to repeatedly harass, threaten, or intimidate another individual. Includes online stalking, impersonation, and distribution of harmful content targeting a person.
SA-PSC § II.24. Revenge Porn [F]
The act of distributing or threatening to distribute intimate or sexually explicit images or videos of an individual without their consent, typically to shame, embarrass, or retaliate.
SA-PSC § II.25. Looting [F]
The act of stealing or forcibly taking goods or property from an injured person during a time of emergency, civil unrest, disaster, shootout, or evacuation.
SA-PSC § II.26. Inappropriate or Harmful Advertising [M]
Advertising that includes offensive, discriminatory, or threatening content directed at individuals or groups based on race, gender, religion, nationality, sexual orientation, or other protected characteristics.
Also includes advertisements promoting violence, hate speech, illegal activity, or glorification of criminal behavior.
SA-PSC § II.27. Sexual Harassment [M]
Sexual harassment is any unwanted verbal, non-verbal, digital, or physical conduct of a sexual nature that is intended to intimidate, degrade, humiliate, or violate the personal boundaries of another individual.
ARTICLE III. CRIMES AGAINST THE UNITED STATES OR A STATE
SA-PSC § III.27. Filing a False Police Report [M]
Knowingly submitting a fabricated or misleading report to law enforcement agencies regarding a crime or incident, wasting public resources and potentially harming innocent individuals.
SA-PSC § III.28. Unlawful Assembly [M]
When a group of individuals gathers in public with the intent to cause disturbance, violence, or unlawful protest without a permit or in violation of public order and public peace.
SA-PSC § III.29. Smuggling [F]
The act of importing or exporting goods, people, or substances into or out of the state of San Andreas without proper authorization, clearance, or declaration.
SA-PSC § III.30. Hacking [F]
Gaining unauthorized access to digital systems, networks, or databases, especially for personal gain, data theft, or disruption of services.
SA-PSC § III.31. Illegal Lobbying [M]
Attempting to influence public officials through unregistered lobbying, bribery, or coercion outside of lawful advocacy frameworks.
SA-PSC § III.32. Negligence in Public Office [M]
A public official failing to perform duties responsibly, resulting in harm, financial loss, or disruption or dysfunctionality of government services.
SA-PSC § III.33. Public Sexual Intercourse [M]
It is prohibited to engage in sexual acts in any location accessible to or visible by the public, including vehicles in public view, parks, beaches, or commercial property. This offense includes exposure and physical conduct of a sexual nature.
SA-PSC § III.34. Prostitution [F]
It is unlawful to engage in, offer, promote, or solicit sexual acts in exchange for money, goods, services, or any form of compensation in any public space or in private locations. This law targets visible or street-level prostitution and is enforced to preserve public decency, prevent coercion, and reduce trafficking risks.
ARTICLE IV. CRIMES AGAINST PROPERTIES
SA-PSC § IV.12. Grand Theft Auto [F]
The act of stealing or operating a motor vehicle that belongs to another person without their permission or legal right.
SA-PSC § IV.13. Embezzlement [F]
The unlawful misappropriation or theft of funds or assets entrusted to an individual by an employer, organization, or public office for personal gain.
SA-PSC § IV.14. Money Laundering [F]
Concealing the origins of money obtained through illegal activity by transferring, converting, or integrating it into legitimate financial systems or businesses.
SA-PSC § IV.15. Counterfeiting [F]
The act of manufacturing, using, or distributing fake currency, official documents, products, or trademarks with the intent to deceive, gain profit, or defraud.
SA-PSC § IV.16. Graffiti and Vandalism [M]
Marking, defacing, or damaging public or private property without permission using paint, ink, carving, or other materials. Cleanup costs may be added to the penalty, determined by the San Andreas Department of Sanitation.
ARTICLE VI. CONTROL OF DANGEROUS SUBSTANCES AND ITEMS
SA-PSC § VI.3.1 Possession of Unlicensed Jewelry or Precious Metals [M]
Any individual found in possession of high-value metal, jewelry, or gold bars without a verifiable source, invoice, or applicable license shall be subject to investigation and may be charged with SA-PSC § VI.3. Miscellaneous items [F]. Consequently, these unverifiable or unlicensed metals or jewelries shall be subject to complete seizure.
SA-PSC § VI.6. Illegal Weapon Possession [F]
Possessing a firearm without a weapon license, or not registered to the person in possession.
SA-PSC § VI.7. Illegal Liquors and Unlicensed Distillation [F]
Producing, possessing, distributing, or selling alcoholic spirits such as moonshine is strictly prohibited. Any unlicensed distillery or unlabeled alcohol is considered illegal.
- SA-PSC § VI.7.1. Consumption of Illegal Liquor [M]
Consumption of an unlicensed alcoholic drink is a misdemeanor if in public or results in harm to oneself or others.
ARTICLE VII. TRAFFIC LAW
SA-PSC § VII.23. Illegal Street Racing [F]
The act of engaging in or organizing unauthorized speed competitions or races on public roads, highways, or other traffic zones. This offense constitutes a felony due to the significant risk posed to public safety, pedestrians, and the lawful flow of traffic.
- SA-PSC § VII.23.1 Street Racing Permits
Street racing may only occur under official supervision and with a valid permit issued by the competent authority. Permits must be requested in advance and are granted based on safety, weather, duration, and traffic conditions. Only the following officials may authorize and supervise such events, within their respective jurisdictions:
- A Command Officer or higher of the San Andreas Police Department.
- A Sergeant or higher of the San Andreas Highway Patrol.
- A Lieutenant or higher of the San Andreas Sheriff Department.
SA-PSC § VII.24. Jaywalking [IF]
Crossing streets or highways outside of marked pedestrian crossings or against a traffic signal, thereby endangering personal safety or disrupting traffic. The person in violation of this penal code is subject to a monetary fine of $8,000.
ARTICLE VIII. MISCELLANEOUS LAWS
SA-PSC § VIII.12. Interfering with Rescue Operations [M]
Blocking, delaying, thwarting, or obstructing emergency services during active rescue missions or emergency response activities.
SA-PSC § VIII.13. Disorderly Conduct [M]
Acting in a manner that disrupts public peace or safety, including aggressive behavior, public intoxication, or inciting chaos.
SA-PSC § VIII.14. Public Nudity or Indecent Exposure [IF]
Intentionally exposing intimate parts of the body in a public space in a manner deemed obscene or inappropriate, excluding designated areas or permitted events.
SA-PSC § VIII.15. Public Urination [IF]
The act of intentionally urinating in public areas not designated as restrooms. This behavior is considered a public nuisance and may result in a monetary fine or community service. The person in violation of this penal code is subject to a monetary fine of $10,000.
ARTICLE IX. BUSINESS REGULATIONS
SA-PSC § IX.8. False or Deceptive Advertising [M]
The act of knowingly promoting a product, service, or entity using false, exaggerated, or intentionally misleading statements.

ARTICLE VII. TRAFFIC LAW
SA-PSC § VII.7. Failure to provide aid during a traffic accident [M]

Failing to stop, provide aid, or notify authorities after being involved in a motor vehicle accident that results in injury, death, or property damage. Penalty increases with severity of the incident.
ARTICLE VI. CONTROL OF DANGEROUS SUBSTANCES AND ITEMS
SA-PSC § VI.2. Possession of weapons and explosives*** [F]
It is strictly prohibited in San Andreas State to possess, manufacture or distribute the following weapons and explosives in amounts greater than permitted:
