Lillith Blackroot has chosen Habibi Joe as her legal representative for this case.
The matter before the court is the unlawful, deliberate defiance of a lawful executive order issued by Governor Clayton, an order explicitly instructing the San Andreas Sheriff's Department (SASD) to cease all operations within Los Santos. Despite the legitimacy and clarity of this order, the SASD chose to ignore it, continuing to act with full force within restricted jurisdiction. This act is not merely a misconduct but it is a challenge to the authority of the state's highest executive office.
This violation undermines the very foundation of our state governance. It sows confusion among law enforcement agencies, infringes upon citizens’ rights, and damages the structure of command and accountability that San Andreas relies upon. The facts are straightforward: the Governor’s word carries lawful weight, and SASD refused to obey it.
Ms. Blackroot was unlawfully stopped by Sheriff Raphael Hilton and Aaron Reeve at Idlewood. Upon reminding Sheriffs about the governor's directive, Ms Blackroot was brutally dragged out of her vehicle, arrested and jailed for SA-PSC II.26. Failure to obey a law enforcement officer.
Upon filing a formal complaint with Internal Affairs, the response received by Ms. Blackroot was inappropriate and prejudicial, stating "you should raise more concerns about why you are committing crimes." This remark presumes guilt, disregards the central issue of jurisdiction raised in the complaint, and reflects a biased and unprofessional tone inconsistent with the impartiality required of an internal investigative body.
Evidence will show this plainly, and the damage to the rule of law is undeniable. The SASD must be held accountable.

IV. CLOSING STATEMENT
Your Honor, the plaintiff respectfully submits that this case centers on a clear overstep of lawful authority. The arrest in question was carried out by deputies operating outside their jurisdiction, in direct contradiction to a directive. When the plaintiff pursued accountability through Internal Affairs, the response was not only dismissive but prejudicial, presuming guilt and disregarding the core legal concern raised. This left the plaintiff feeling silenced, violated, humiliated, and powerless and unjustly treated for asserting a lawful right. The plaintiff now turns to this Court to affirm the principles of due process, recognize the jurisdictional violation, and dismiss the charges accordingly.
