1. INTRODUCTION

---

The United States National Guard falls US Department Of Defense servicing and protecting the state of San Andreas from terrorist acts. The National Guard monitors Area 51. Both branches support each of the proper responsibilities. There are a total of 3 Military bases serving the branches in the state of San Andreas. This includes the following base locations:

• Bone County, San Andreas - AREA 51

• Ocean Docks, San Andreas/Los Santos

• Eastern Basin, San Fierro.

1.2 AUTHORITY OF THE SAN ANDREAS NATIONAL GUARD

National Guard is given the authority to:

• Operate within Easter Basin naval base, Ocean Docks naval base, Area 51;

• Detain any person trespassing into the area specified under USC XIII (B) (1);

• Use necessary force to stop any person trespassing into the area specified under USC XIII (B) (1);

• Temporarily restrict airspace where rocket launches are conducted;

• Temporarily restrict naval traffic where active operations are ongoing;

• Use necessary force to stop any person from interfering with a National Guard convoy;

• Request state or federal escort for National Guard convoys;

• Violate the speed limits and traffic orientation during convoys;

• To seize assets and belongings that trespass into the area specified under USC XIII (B) (1);

• To bear arms and other military equipment forbidden to the general population;

• Secure airports, docks, toll passages and city halls across the state;

The National Guard may operate outside the areas specified under USC XIII (B) (1), (11)

• If the President of the United States orders deployment;

• If the U.S. Congress enacts state of emergency and authorizes deployment;

• If it is to engage an aircraft or watercraft which refuses to obey orders of the federal or state law enforcement;

• If the Governor of the San Andreas State enacts state of emergency and authorizes deployment;

San Andreas National Guard deployments are led by members of the Executive staff which includes the General Of The Army, General and Lieutenant General. In the absence of such individuals, Command or Supervisory can step up to lead deployments momentarily.

• General Of The Army - The highest rank, responsible for large-scale operations and strategic planning.
  - Appointed by Congress

• General - Second in Command. Responsible for large-scale operations and strategic planning.

• Lieutenant General - Commands a corps or serves in higher staff positions.

• Major General - Commands a division or serves in higher staff positions.

4. RULES & REGULATIONS

• All new recruits in the National Guard must successfully complete Boot Camp, conducted by authorized Drill Instructors and Commissioned Officers.

• National Guard personnel are not permitted to participate in routine police pursuits or attach themselves to police operations unless the situation directly involves National Guard matters or assistance has been requested.

• Personnel must remain within their assigned jurisdiction unless authorized by Command.

• While on duty, all personnel must maintain professionalism and follow lawful orders issued by Command personnel.

AUTHORIZED BASE OPERATIONS

Personnel assigned to base duty may perform the following activities:

• Maintain a security presence at designated base gates and protect the installation from unauthorized intruders.

• Conduct authorized patrols around the base on foot or using approved vehicles, including the MESA.

• Detain individuals who trespass onto restricted National Guard property until the appropriate authority assumes custody.

• Engage unidentified aircraft entering restricted military airspace only when authorized. Aircraft engagement may only be conducted by certified Fighter Jet pilots, and a warning must be issued through [/ATC] before opening fire unless immediate engagement is authorized under the applicable rules of engagement.

COMMUNICATIONS & PROFESSIONAL CONDUCT

• Personnel have access to departmental radio and shall use it only when necessary to communicate with other departments or National Guard personnel.

• Air Traffic Control Radio (/ATC) shall only be used when necessary for legitimate aviation-related communication. Trolling, spamming, or unnecessary transmissions are prohibited.

• All National Guard uniforms must remain professional and free of trollish or inappropriate clothing items.

• Personnel are required to use designated walkie-talkie communications while on duty. Voice COMMS are MANDATORY during deployments and designated operations.

4.1 BRANCHES & CERTIFICATIONS

Members must be at least Private First Class (PFC) or possess verified prior experience to receive specialized certifications or assignment to a specialized Branch, unless otherwise authorized by Command.

JOINT SPECIAL OPERATIONS COMMAND

The Joint Special Operations Command undergo advanced tactical training and are responsible for high-risk and specialized operations, including reconnaissance, counter-terrorism, direct action, and other missions assigned by Command.

ARMORED OPERATIONS BRANCH

The Armored Operations Branch is responsible for the operation and tactical deployment of tanks and other authorized armored vehicles. Personnel receive specialized training in armored vehicle operation, maintenance, and tactical employment.

COMBAT MEDIC CERTIFICATION

Certified Combat Medics provide emergency medical treatment during combat operations, field deployments, and training exercises. Personnel must complete approved medical training and maintain their certification through regular re-training.

UNITED STATES AIR FORCE

The Air Force Branch provides aerial support and maintains control of authorized military air operations. The Branch is responsible for responding to aerial threats and supporting National Guard operations from the air. Fighter aircraft may only be operated by certified Fighter Jet pilots.

AC-130 CERTIFICATION

The AC-130 Certification is a specialized certification under the Air Force Branch. Certified personnel are trained in the operation and employment of the AC-130, including aircraft systems, mission coordination, and authorized weapons systems.

MILITARY POLICE CORPS

The Military Police Branch is responsible for enforcing military regulations, maintaining order and security on National Guard installations, conducting authorized investigations, controlling military traffic, managing access points, and supporting National Guard operations when required.

UNITED STATES NAVY

The UNITED STATES NAVY conducts maritime operations, including water patrols, scuba diving, maritime rescue, hostage rescue in waterways, and protection of national waters. The Branch is responsible for operating authorized National Guard naval assets stationed at ports throughout San Andreas.

UNITED STATES ARMY RECRUITING COMMAND

The United States Army Recruiting Command serves as the primary personnel and recruitment branch of the National Guard. It is responsible for recruitment, hiring, academy coordination, applicant processing, personnel retention, and providing qualified personnel for the National Guard's operational branches.

UNITED STATES SPACE AND ANOMALY OPERATIONS COMMAND

The United States Space and Anomaly Operations Command (USSAOC) is responsible for the identification, investigation, documentation, containment, and operational management of anomalous phenomena and objects. The Command conducts specialized anomaly response operations, scientific observation, field investigations, and interdepartmental coordination to ensure the safe handling of anomalous incidents and the protection of personnel and public safety.
