I. OPENING STATEMENT
Your Honor,
The Federal Bureau of Investigation, on behalf of the United States of America, formally brings criminal charges against the defendant Kyle Kray following a lawfully executed search warrant on his private residence which yielded one of the largest single-location contraband seizures recorded in San Andreas. The defendant was subsequently placed under arrest pursuant to a lawfully issued arrest warrant.
The evidence recovered confirms beyond reasonable doubt that the defendant was operating as a significant supplier and stockpiler of controlled substances, illegal weapons, explosive ordnance, drugs and criminal equipment. The scale and variety of items recovered is not consistent with personal use or coincidence. It is consistent with organized criminal supply, distribution and financing of illegal operations or criminal groups.
The Bureau respectfully requests that this Court impose the maximum applicable penalties across all charges as outlined in Section IV of this filing.
II. BACKGROUND
The investigation into Kyle Kray was initiated following intelligence received from a confidential FBI informant who had gained lawful access to the defendant's private residence via the alternative keys to the property through an undercover operation. The informant operating under FBI direction obtained evidence of a substantial contraband stockpile within the defendant's property and relayed this intelligence to the Bureau.
On the basis of this intelligence the FBI applied for and was granted a search warrant for the defendant's private residence. The warrant was executed and the items listed in Section IV were recovered in their entirety. A concurrent arrest warrant was issued and the defendant was placed into FBI custody.
III. CHARGES
[1x] USC Title VII (E)(6) Federal Felony Possession of Controlled Substances Exceeding Federal Thresholds
The defendant was found in possession of the following controlled substances in quantities exceeding federal search warrant thresholds and federal maximum limits under USC Title VII (E)(4) and (E)(5):

Exceeding Federal Thresholds
The defendant was found in possession of the following controlled weapons in quantities exceeding federal thresholds under USC Title VII (E)(3) and (E)(5)(I).
[1x] SA-PSC § VI.2 Illegal Possession of Weapons and Explosive Ordnance
All weapon categories recovered are classified as controlled weapons under state law. AK-47, M4, Sniper Rifle, Grenade, Molotov Cocktail, Mine and IED all appear on the SA-PSC § VI.2 controlled weapons list. Possession of any quantity without authorization constitutes a state felony.

Controlled Items Exceeding Federal Thresholds
The defendant was found in possession of the following miscellaneous controlled items:

Hacking laptops and marked money both exceed state possession thresholds under SA-PSC § VI.3 and constitute state felony possession charges.
[1x] USC Title X (C)(D) Racketeering - Receiving Income Derived from
Racketeering Activity / Maintaining an Enterprise Through Racketeering Activity
The scale of items recovered is not consistent with personal use. The quantity and variety of items recovered indicates the defendant
was operating as a supplier and distributor within an organized criminal enterprise. The marked money recovered is consistent with proceeds of illegal activity. This constitutes maintaining an enterprise through racketeering activity under USC Title X (D) and receiving income derived from racketeering activity under USC Title X (C).
[1x] USC Title V (C)(3) Money Laundering
The recovery of $261,146 in marked money alongside substantial quantities of illegal weapons and narcotics is consistent with the proceeds of illegal commercial activity specifically the distribution of controlled substances and weapons. USC Title V (C)(3) covers any person engaging in money laundering defined as making money through illegal activities including drug and weapon trafficking. The marked money constitutes evidence of laundered proceeds from criminal operations.
[1x] SA-PSC § III.30 Hacking
The defendant was found in possession of 36 hacking laptops devices with no legitimate personal use explanation at this quantity. Possession of hacking equipment in this volume is consistent with either personal use of unauthorized digital access tools or supply of such tools to others engaged in criminal hacking activity under SA-PSC § III.30.

V. DEMANDS
- The defendant Kyle Kray to be imprisoned for a minimum of 20 years reflecting the totality, scale and severity of charges including federal felony weapons possession, federal felony narcotics possession, racketeering and money laundering.
- The defendant to be fined $30,000,000 in aggregate reflecting violations across USC Title VII (E)(6), USC Title X (C)(D), USC Title V (C)(3), SA-PSC § VI.1, § VI.2, § VI.3 and § III.30.
- All seized items to be permanently forfeited to the United States Government including all drugs, weapons, explosive ordnance, hacking laptops, ammunition and marked money.
- The defendant's private residence to be placed under federal review for potential seizure as a property used in the commission of federal crimes.
- Any associated gang or criminal organization linked to the defendant to be referred for separate federal investigation under USC Title X (E) - Enterprises in Racketeering Activity;
The Federal Bureau of Investigation is prepared to offer the following settlement contingent upon the defendant entering a full guilty plea to all charges:
- If the defendant pleads guilty, the Bureau is willing to reduce the requested prison sentence from 20 years to 14 years;
- If the defendant pleads guilty, the Bureau is willing to reduce the monetary fine from $30,000,000 to $25,000,000;
- Full forfeiture of all seized items remains non-negotiable regardless of plea.
- The referral of associated criminal organization for federal investigation remains non-negotiable regardless of plea.
