WELCOME, OFFICER
Congratulations on completing the academy and joining the department as a sworn Officer.

This guide outlines the basic expectations, procedures, and patrol activities every officer should follow while on duty.

BEGINNING YOUR PATROL
Before leaving the station, ensure you complete the following:
  • Fasten your seatbelt.
  • Activate your vehicle lights as required.
  • Announce your patrol callsign via /CS.
  • Use Lincoln if operating solo.
  • Use Adam if paired with another officer.
  • Check active suspects using /MDC.

Note for PAIRED units: Use manual accurate radio updates instead of /r #dir, as they're less efficient.

Maintaining situational awareness from the start of your shift is essential for every officer.

RESPONDING TO ATM ROBBERIES
ATM robberies often develop rapidly and require proper assessment, as many criminal groups use them to cop-bait.
  • Upon arrival, immediately utilize /cam view.
  • Identify and report the number of suspects present.
  • Relay all available information to responding units.
  • Avoid rushing into the scene without proper intelligence.
Accurate information allows everyone to determine the appropriate response with minimal casualties.

HIGH-RISK CRIMINAL ACTIVITY
If the situation involves multiple members from the following organized criminal groups, treat it as high-risk:
  • CDLM
  • NBA
  • CHA
  • NEX
  • LFE
In such cases, immediately consider requesting specialized units.
  • Request Gang Units (GU) to scout and gather intelligence.
  • Assess suspect numbers, weaponry, and positioning (these groups are known to ambush officers near their territories).
  • Determine if escalation to SRU or SWAT is required.
  • Provide continuous radio updates and follow orders from higher command.

  • Solo Operations: Officers are strictly prohibited from solo patrolling or engaging near high-risk locations such as GS9, Palo, and Monty. Always wait for backup or operate in pairs when entering these sectors.
  • Engagement & Retreat Protocol: If engaged by a large number of tangos while in GS9, fall back immediately. Regroup all units at the PD and page SWAT. If mobile and at risk of crashing, request any available SWAT member to send the page. Always report the situation clearly (e.g. exact suspect count) and request SWAT when needed. Use F5 to check pedslots when assessing threats.
  • Vehicle Combat Protocol: When operating a 3K HP vehicle, remain inside until it is fully disabled. If the vehicle drops to 1K HP, disengage and fall back immediately to avoid loss of life and equipment.
  • Emergency Responses: Do not rush blindly to Recruit/Volunteer panic buttons without confirmed suspect numbers. If insufficient units respond to a PD regroup, page SWAT and other Special Units. Only deploy once adequate numbers are present. When suspects are actively sitting on the PD, officers must pair up and stack Ranchers/Sultans 4-deep.
  • Anti-Ambush Tactics: If an ambush is suspected, slow down and organize your elements. Do not push blindly into danger zones. When in doubt, consult an on-duty Sergeant or Senior Operative for guidance.
Proper reconnaissance and strict adherence to these protocols will minimize unnecessary losses.

BARRICADED / CADED SUSPECTS
Barricaded ("caded") suspects present a high-risk tactical situation. Officers must prioritize containment, officer safety, and proper escalation rather than rushing the location.
  • Immediately request SWAT unless you greatly outnumber the suspects inside. If more than 4 suspects are believed to be inside, SWAT is required — do not gamble.
  • The highest-ranking officer on scene assumes command and coordinates the response.
  • If in a fully armored/DB vehicle or with 3+ officers inside, remain in the vehicle for safety.
  • Send one unit to quickly establish a perimeter.
  • Maintain a few units in position to pin suspects at the doorway.
  • Keep mobile units actively scouting the area for snipers or escape routes.
  • Always hug walls and corners to minimize exposure.
  • Do not enter the structure without SWAT or explicit orders from command. Focus on containment, gather intelligence, and await specialized units. Only rush if they are not available.
  • Constant radio updates are mandatory regarding suspect numbers, weapons, and any changes in the situation, such as the sudden appearance of aircrafts or possible aiders

PROACTIVE PATROL ACTIVITIES
If there are no active situations requiring immediate response, officers are encouraged to remain proactive.
You may:
  • Deploy radar units and monitor traffic violations.
  • Conduct lawful traffic stops.
  • Complete Patrol Reports to document your activity.
  • Perform Tow Truck Duty.
  • Assist with traffic enforcement operations, Gang Unit, and SRU.
  • Request a PO III or higher to organize a checkpoint.
  • Participate in or host approved department tournaments and training events.
  • Assist fellow officers with patrol operations and field activities by training Recruits, and bridging the gaps in the knowledge of probationary officers.
These activities contribute greatly, and can support future promotion opportunities.

FINAL REMINDER
A productive officer is not measured solely by arrests and firefights. Effective patrol work includes visibility, traffic enforcement, intelligence gathering, report writing, and supporting fellow officers.

Remain professional, stay alert, and represent the San Andreas Police Department with integrity at all times.
