SECTION 0 | INTRODUCTION
Welcome to the San Andreas Police Department

You are now part of one of the most professional law enforcement agencies on the server. This handbook serves as your binding operational reference manual for all department policies, tactical procedures, and behavioral standards.
Reading, understanding, and executing the policies outlined within this handbook is mandatory for all personnel. Ignorance of department regulations is not an acceptable defense during Internal Affairs inquiries.

SECTION 1.1 | GENERAL REGULATIONS & UNIFORMS
CALL PRIORITY & DISPATCH HIERARCHY

When multiple dispatch calls occur simultaneously, units must manage their response according to the strict priority matrix below. Higher-tier responses immediately supersede lower-priority calls.

Rapid response. Units dispatch systematically to secure the scene as soon as they are clear from critical calls.
3. Routine • Routine patrol requests

Non-emergency response. Handled in order of receipt as units become available.
Note to Units: If you are currently attached to a lower-priority call and a higher-tier incident occurs, notify dispatch, clear your scene safely, and divert immediately.

UNIFORM REGULATIONS
Standard Uniform Configurations
UNIFORM TYPE REQUIRED VISUAL PIECES AUTHORIZED RANKS
Class A (Formal) Long sleeve shirt, necktie, white V-neck undershirt, full equipment belt Mandatory for Volunteers. Optional for PO I through Command.

Sergeant Plain Clothes Protocol
To drop uniform and operate in civilian/plain clothes attire, a Sergeant must verify that the following operational conditions are simultaneously met:
  1. At least 1 marked Sergeant is currently active on division patrol.
  2. At least 5 uniform patrol officers are actively handling the main grid.
  3. Your tactical vest, utility belt, duty holster, and radio must remain visible on your civilian skin/model.
  4. Your badge must be displayed openly at all times (unless explicitly cleared for a deep undercover IA operation).
  5. No masks or face coverings are allowed unless authorized on-scene by a Sergeant II+.

Body Camera (Bodycam) Regulation
CRITICAL POLICY: Every officer is issued a standard bodycam that turns on automatically when signing on duty. Turning off, removing, or tampering with bodycam footage will result in an immediate faction blacklist and dismissal. Footage access is restricted to Supervisors+

Authorized Accessories & Modifiers
  • Insignias & Badges: Rank-appropriate shoulder patches and breast badges must match your exact roster rank at all times.
  • Service Hats: Optional during routine patrol blocks; strictly required during formal department ceremonies and promotional events.
  • Helmets: Motorcycle helmets or pilot helmets are mandatory only while operating motorcycles or aircraft. Tactical helmets are restricted to SWAT/SRU deployment.
  • Tactical Vests: External load-bearing vests are restricted to high-risk calls (Code 30, active shootouts) or via direct approval from a Sergeant II+.
  • Masks / Balaclavas: Strictly prohibited on standard patrol. Only authorized for specialized tactical divisions during active operations.
  • Personal Accessories: Non-issued jewelry, civilian hats, and brightly colored glasses are completely prohibited while on duty.

High-Speed Intercept Units (HSIU)
  • PO II and Above: Authorized to deploy an HSIU freely when conditions are met.
  • PO I: Requires explicit permission from a Sergeant or higher.
  • Deployment Cap: A maximum of 2 HSIUs may be active across the jurisdiction simultaneously.
HSIU Deployment Criteria (At least one must apply):
  • The fleeing suspect is operating a high-speed vehicle or off-road vehicle.
  • The pursuit moves outside city limits (Highways, Counties, San Fierro, Las Venturas).
Unmarked Vehicles
  • Detectives: Authorized to utilize division fleet unmarked vehicles while in plain clothes.
  • Supervisors / Command / Staff: Authorized to utilize Black Premiers while in plain clothes.
  • Command / Staff Only: Permitted to deploy other specialized vehicles on an assignment-specific basis.

WEAPONS & FORCE PERMISSIONS
Standard Duty Carry (All Ranks):
  • Desert Eagle

NOTE: Heavy tactical weapons must remain secured inside your patrol vehicle's gun rack. They are not to be carried on your person unless you are actively operating on-scene as SWAT/SRU.
Assault Rifles
Authorized for Police Officer I+ only, and strictly under the following conditions:
  • Suspects are verified to be utilizing military-grade or heavy weaponry.
  • Suspects numerically outnumber the officers actively on the scene.
Sniper Rifles:
  • Standard Duty: May only be deployed if a suspect has actively utilized a sniper rifle against law enforcement.
  • SRU Duty: Authorized to carry freely, but rules of engagement dictate you may only fire if a sniper rifle was used against you or a civilian.
  • Rank Restraint: Requires Police Officer II+ to deploy independently; lower ranks require supervisor permission.
Less-Lethal Hardware (Taser, Beanbag Shotgun, Baton, Pepper Spray):
  • CRITICAL RULE: Do NOT deploy less-lethal weapons if the suspect is actively firing a weapon or pointing a firearm directly at you or others.
Special Weapon Restraints:
  • Never transfer military-grade weaponry to unauthorized personnel without Sergeant I+ authorization.
  • Flamethrowers are strictly prohibited from tactical combat and are only permitted for destroying seized marijuana plantations.

SECTION 2 | TRAFFIC STOPS, FELONY STOPS & RADIO
PUBLIC ADDRESS SYSTEMS
Megaphone Protocol (( /m ))
The megaphone is strictly reserved for situations where face-to-face vocal communication is impossible due to distance or noise. Misuse will result in immediate internal disciplinary actions.
Authorized Uses:
  • Instructing a driver to pull over if they are ignoring active emergency lights and sirens.
  • Issuing tactical commands during a felony traffic stop or handling crowd control (First responder or Incident Commander only).
  • Alerting members of the public during active, high-threat emergencies.
Public Service Announcements (( /psa ))
Restricted to Sergeant I+ or designated Division Commanders. Authorized only for critical public updates (e.g., major highway closures, emergent department updates).
* ALERT:* Do not spam the /psa channel. Abuse will result in simultaneous Administrative (OOC) and Faction punishments.

STANDARD TRAFFIC STOPS
A traffic stop is defined as a temporary investigative detention of a vehicle and its driver to address an observed traffic violation or suspected criminal infraction.

Officer Discretion: Depending on the driver's offense severity and criminal history check, officers are empowered to issue either a formal citation or a verbal warning.

Tactical Execution Procedure:
  1. Turn on your lights and sirens. If they do not pull over, use the megaphone (( /m or /b1 )) to tell them to stop.
  2. If they park, pull your cruiser up behind them so your front-right headlight lines up with their rear-left tail light.
  3. If they drive away, call in a pursuit and add a charge for evading.
  4. Radio in the stop: "L1, 10-86 on a red Tahoma at Idlewood. Occupied x2, C4 for now."
  5. Walk up to the driver's side carefully. Tell them your name and rank, explain why you stopped them, and ask for their license and registration.
  6. Check their record and car details using the radio or the computer(( /mdc )).
Standardized Interaction Template:
• "Hello, I am Officer Williams with the SAPD. Do you know the reason why I pulled you over today?"
• "I stopped you today because you were clocked speeding through a residential zone."
• "Please provide me with your driver's license and vehicle registration documents."

FELONY TRAFFIC STOPS
A felony stop is implemented when a vehicle's occupants are known or highly suspected to be facing outstanding felony or misdemeanor warrants. Officer safety and command presence are top priorities.

Tactical Execution Procedure:
  1. Once the target vehicle is stopped, immediately call for emergency backup via low-frequency radio (( /rlow )): "L1, 10-60 on a red Tahoma at Idlewood. Occupied x2, C3."
  2. Arriving backup units must establish a tactical blockade and provide lethal cover. The initiating officer maintains total scene command and issues all verbal orders.
  3. Issue the following sequence via megaphone: Turn off engine ➔ Throw vehicle keys out the window ➔ Exit vehicle with hands high, facing away ➔ Walk backward and step onto the ground.
  4. Passenger Protocol: Instruct passengers using the exact same sequence (Front passenger first, followed by rear occupants), excluding the key instruction.
  5. Foot Pursuit Rule: If occupants flee on foot, a maximum of 2 officers may break cover to pursue.
  6. Once all suspects are securely detained, approach the vehicle carefully to clear any remaining threats. Release non-wanted occupants after the primary suspect is transported.
Mandatory Verbal Commands:
• "Driver, turn off the engine immediately!"
• "Remove the keys from the ignition and throw them outside your window!"
• "Step out of the vehicle with your hands in the air! Face away from my voice!"
• "Get down on the ground, RIGHT NOW!"

RADIO COMMUNICATION & CODES
Unit Callsigns: Identify yourself using consecutive numeric designators (e.g., LINCOLN 2). Verify callsign availability before logging on via (( /callsigns )). Form ADAM (two-man) units whenever personnel permits.

RADIO DO’S & DON’TS
DO:
• Speak clearly, concisely, and professionally.
• Use proper ten-codes to keep transmission runtimes short.
• Keep the main /r frequency completely clear for emergency declarations.

DON’T:
• Chatter or hold non-essential conversations on the main frequency.
• Use emotional, agitated, or argumentative language over the air.
• Forget to formally clear your tactical channel (/tac) after an operation concludes.

VEHICLE PURSUITS
  • Radio Communications: When initiating a pursuit, units must specify the vehicle type and color over the radio. Units joining or leaving the pursuit must announce it clearly.
  • Vehicle Limit: A maximum of five vehicles may participate unless a Sergeant I or higher authorizes more.
  • Specialized Units: Specialized units (SWAT/SRU) may only join pursuits involving serious felonies or life-endangering situations.
  • High-Speed Intercepts: A high-speed intercept vehicle automatically becomes the lead unit upon arrival.
  • Lost Vehicles: If the pursued vehicle is lost, the primary unit must broadcast the last known information and immediately discontinue the pursuit.
  • Use of Force: Firearms may only be discharged at a vehicle that has opened fire on law enforcement officers.
Paralleling & Passing
  • Paralleling: Units must not drive alongside pursuing vehicles (paralleling) and must obey all traffic laws.
  • Passing: Passing is only allowed in a high-speed vehicle or if the lead unit cannot keep up, and must be announced over the radio.

SECTION 3 | ARRESTS, ENGAGEMENT & EVACUATION AND HOSTAGE SITUATIONS
USE OF FORCE CONTINUUM
Step 1 — Verbal De-escalation
Always attempt to calm the situation. Use clear commands, de-escalate tension, and avoid provocative actions or language.

Step 2 — Formal Warning
Explicitly identify yourself as an SAPD officer and warn the individual that physical or chemical force will be applied if they fail to comply—unless an immediate threat makes warning impossible.

Step 3 — Threat Assessment
Prior to introducing physical or tactical force, evaluate:
  • Does the target possess verified active arrest warrants?
  • What is the current officer-to-suspect ratio on the immediate scene?
  • Are known hostile accomplices or vehicles nearby?
  • Is tactical repositioning or backing off a safer option for all parties?
Non-Lethal Force Thresholds:
Authorized strictly to protect yourself or civilians, affect a lawful arrest, or prevent the physical escape of a detained individual.

Lethal Force Thresholds:
Authorized only when there is an imminent threat of death or severe, life-altering bodily injury to yourself or a civilian, or if a fleeing suspect has already inflicted death/severe injury and poses a continuing threat.

Discharging Firearms at Vehicles:
Permitted strictly under these scenarios:
  • Occupants are actively firing weapons out of the vehicle at officers or civilians.
  • Occupants previously discharged a weapon at an officer and are now actively fleeing.
  • Vehicle Assault Rule: If an officer is intentionally run over, you are only permitted to fire at the vehicle at the precise geographic location where the assault occurred. Do not shoot if the vehicle has cleared the immediate scene.
PROHIBITED BALLISTIC ACTIONS:
No Warning Shots: Never fire warning shots into the air or ground. They create lethal risks to bystanders and properties.
No Weapon Waving: Do not unholster or point your firearm unless the tactical situation provides legal justification for deadly force.

MANDATORY ARREST PROCEDURE
Every formal arrest must follow this sequence perfectly to preserve chain of custody and legality:
  1. Restrain: Place the suspect in handcuffs (( /cuff )).
  2. Search & Seizure: Conduct a thorough search of their person (( /frisk )) before executing any seizure commands (( /seize )). Crucial: Ensure all appropriate charges are applied before removing contraband
  3. Miranda Warning: Read the suspect their Miranda Rights (( /mir )). This must be spoken aloud at least once prior to arriving at the state prison complex.
  4. Transport: Secure the suspect safely inside the cruiser's rear partition and transport them directly to the state prison.
  5. Booking: Escort the prisoner directly to the central cell block, conduct a final security check, and book them in.
Arrest Legality Notes:
  • If a suspect possesses a legal firearm and it was not discharged or used in a crime, do not seize it.
  • If you lack individual permissions to seize illegal goods, request a Probationary Officer or higher to meet you at the processing cells.
  • Never duplicate item seizures; do not seize the exact same contraband items twice.

OFFICER DOWN & MEDICAL EMERGENCY PROCEDURES
  • Immediately request emergency EMS/Ambulance services to the coordinates following any tactical use of force or officer injury.
  • If live EMS personnel are un-vouchered or unavailable, you must render medical aid personally via stabilization commands (( /revive )).
  • During active Code 30 or 10-53 crises, prioritize requests for localized tactical backup and clearance of the immediate perimeter before treating the wounded.
  • Once the scene is stabilized, immediately transport injured personnel or suspects to the nearest medical center facility.
SAPD CORE PRINCIPLE: Officer preservation, life-saving field triage, and scene stability take absolute priority over eliminating the suspects.

HOSTAGE SITUATIONS
A hostage situation is always a very dangerous situation as it is an innocent person being held under direct and active threat by an offender or multiple offenders. It becomes a fact that the victim can be harmed at any moment and therefore it is absolutely crucial to begin negotiation process as soon as possible.

Hostage situations are to be dealt with by the highest ranked officer on the scene in case of absence of a Police Detective. Specialized units SWAT may be deployed for this situation and the person in-charge of the tactical team automatically occupies the role of a tactical leader.

In hostage situations it is crucial to hold a tight perimeter, where nobody can come out and nobody can come in. A lot of curious civilians will gather around to spectate — some of them may be giving out information to the offenders inside, so be aware that you are being watched.

Assigned Roles
  • Negotiator — This position is assumed by a member of the Detectives. The task is to prolong the situation for as long as possible to avoid injury or death to the hostage, and to allow tactical teams time to prepare. This role can be taken over by the highest ranking member of SAPD on scene if no Detectives are present.
  • Tactical Leader — This position is assumed by the SWAT Incident Leader, or otherwise by a Detective if one is on scene, or lastly by the highest ranked SAPD member.
  • Officer in Charge — This position is assumed by the highest ranked officer on scene. Their primary role is to ensure that a secure perimeter is set up around the area and that the perimeter isn't breached.

Reporting Misconduct:
Any witnessed officer misconduct or breach of policy must be immediately reported up the Chain of Command to an active Supervisor or submitted directly to Internal Affairs. All complaints will be investigated thoroughly, fairly, and with absolute confidentiality.
