State of San Andreas v. Leo Kane

I. Opening Statement

Your Honor,

On April 17, 2026, at approximately 19:30 CET, a covert law enforcement investigation was initiated following the publication of an illegal advertisement linked to phone number 534. Mobile Data Computer checks confirmed the number was registered to the defendant, Leo Kane.

Under undercover operations conducted by Detective Units operating under the identities “Tonii Rsa” and “Xuka Eix,” law enforcement engaged the defendant in multiple controlled transactions involving illegal weapons and military-grade equipment.

The State will demonstrate that the defendant knowingly and repeatedly engaged in the trafficking and distribution of high-risk weaponry, including armor-piercing ammunition, explosive devices, and assault rifle cases. The defendant conducted multiple illegal transactions across several locations, including Palomino Farm, Market Mall, and LS–LV highway.

During these controlled operations, the defendant exhibited cautious behavior, attempted counter-surveillance, and conducted sales while masked and remaining inside a vehicle, indicating awareness of the illicit nature of his activities.

Following sufficient probable cause established through undercover purchases, law enforcement successfully obtained a Search Warrant and Arrest Warrant.

Execution of the Search Warrant resulted in the discovery of a substantial weapons cache, including thirty-seven (37) M4 cases, three (3) sniper rifle cases, and one (1) rocket-propelled grenade case.

Upon arrest, further inspection of the defendant revealed additional illegal stockpiles exceeding one hundred (100) M4 cases and more than one hundred (100) AK-47 cases.

The defendant was later interrogated, during which he admitted to selling approximately forty (40) to fifty (50) AK cases, acknowledged participation in weapons transactions for approximately one month, and confirmed financial gain from illegal distribution activities.

The State will show that the defendant’s conduct constitutes large-scale arms trafficking and possession of prohibited military-grade weapons in violation of multiple provisions of San Andreas State Law.

II. Charges

IV. Legal Argument

The State asserts that:

The defendant knowingly and repeatedly engaged in illegal arms trafficking operations across multiple locations.
The defendant conducted structured and repeated sales of restricted military-grade equipment, including armor-piercing ammunition, mines, and assault rifle cases.
The undercover operations demonstrate clear intent, preparation, and continuity of criminal enterprise rather than isolated incidents.
The execution of both Search and Arrest Warrants revealed large-scale stockpiling of prohibited weapons far exceeding legal thresholds under SA-PSC § VI.2.
The presence of RPG equipment and explosives elevates the severity of the threat to national and public safety.
The defendant’s interrogation confession confirms direct involvement in distribution, financial gain, and long-term participation in illegal arms trade.
The scale of recovered weapons indicates organized trafficking activity with potential wider criminal network implications.

V. Demands

The Prosecution respectfully requests:

Custodial Sentence
A term of 8 years imprisonment in a State Penitentiary
Asset Seizure
asset forfeiture of $10,000,000

VI. Settlement Offer

In the interest of judicial efficiency, the State extends the following plea agreement:

Conditions for the Defendant:

Enter a formal guilty plea
Waive the right to trial

Offer by the State:

Reduce imprisonment from 8 years to 5 years
Maintain all weapon confiscations and firearm prohibition
Reduce asset forfeiture from $10,000,000 to $8,000,000

Conditions of Validity:
This offer is valid only prior to the commencement of trial proceedings. Failure to accept will result in full sentencing and maximum charges being pursued.

VII. Closing

The evidence in this case is overwhelming, consistent, and supported by both undercover operations and physical seizures.

The defendant did not merely possess illegal weapons — he actively participated in a sustained and organized arms trafficking operation involving military-grade equipment and explosives across multiple transactions.

The State submits that all legal elements under the San Andreas State Law Amendments have been fully satisfied beyond reasonable doubt.

Respectfully submitted.
