I. OPENING STATEMENT
Your Honor,
The Federal Bureau of Investigation formally brings charges against the defendant, Rayan Tremblay, for violations of federal law concerning abuse of official authority, malicious use of governmental power, obstruction of justice, unlawful possession of controlled substances, deprivation of rights under color of law, and murder committed while acting under governmental authority.
On May 4th, 2026, at approximately 22:05 CET, Deputy Sheriff Rayan Tremblay responded to an incident near the Temple 24/7 alongside members of the San Andreas Sheriff's Department and San Andreas Police Department. Prior to the incident in question, the suspect identified as El Crinco had previously engaged law enforcement officers violently and exchanged gunfire with responding deputies.
Despite the suspect later being detained and restrained under law enforcement custody, evidence gathered by Internal Affairs investigators demonstrates that Deputy Tremblay intentionally escorted the detainee behind the Temple 24/7, away from public visibility, where he armed himself using a personally-owned Glock 18 retrieved from his patrol vehicle’s trunk.
Witness testimony, logs, and footage establish that the defendant deliberately executed the restrained detainee while acting under color of law and outside any lawful use-of-force doctrine. Immediately following the killing, the defendant proceeded to pressure and silence witnesses on scene through statements including “You saw nothing” and repeated questioning toward officers regarding whether they had witnessed “anything odd.”
The subsequent Internal Affairs investigation confirmed the unlawful nature of the killing. On May 6th, 2026, Deputy Tremblay voluntarily confessed during a recorded interrogation, admitting that he intentionally killed the detainee because the suspect had previously shot at him. During the interrogation, the defendant stated: “Because that guy shot me, I decided to end his life.”
The defendant additionally admitted to using his personally-owned Glock 18 firearm while on duty and repeatedly justified the execution by claiming that the detainee “deserved to die.”
During processing procedures following his arrest, investigators additionally discovered heroin and marked currency in the defendant’s possession. While the defendant claimed the items were seized evidence, no lawful authorization or documented chain of custody validating said possession was immediately established.
The Bureau asserts that the totality of evidence, including witness accounts, damage logs, recorded statements, Internal Affairs findings, physical evidence, and the defendant’s own admissions, establishes beyond reasonable doubt that Rayan Tremblay knowingly abused governmental authority to unlawfully execute a restrained detainee, deprive said detainee of constitutional rights, obstruct investigative integrity, and unlawfully possess controlled contraband.

V. SETTLEMENT OFFER
The Federal Bureau of Investigation is prepared to offer the following settlement contingent upon the Defendant entering a full guilty plea to all federal charges:

- Reduction of requested monetary penalty from $35,000,000 to $30,000,000;
- Immediate and permanent surrender of all law enforcement certifications and governmental authority.
The Defendant must demonstrate to the Court why any offered settlement would be unreasonable.
