State of San Andreas v. Lily Donquixote

I. Opening Statement

Your Honor,

On April 19, 2026, at approximately 18:30 CET, an incident occurred near the Temple located in proximity to the FBI Headquarters, involving the defendant, Lily Donquixote.

The State will demonstrate that the defendant was observed in possession of a sniper rifle and actively discharging it in a public area without authorization, creating a direct threat to public safety and violating multiple provisions of state law. The defendant was immediately detained by responding officers during patrol operations.

Upon detention and frisk, the defendant was found in possession of an AK-47 and multiple illegal weapon cases. Based on probable cause established through these findings, a lawful search warrant was executed on the defendant’s properties.

The search resulted in the discovery of a significant illegal weapons cache, including thirteen (13) AK-47 cases, three (3) sniper rifle cases, and one (1) Molotov case. These items fall under prohibited and controlled dangerous substances and indicate possession far beyond lawful limits.

The State will show that the defendant’s actions demonstrate clear violations of weapons control laws and public safety statutes. Evidence including MDC records, inventory logs, and Detective reports will be submitted to support these claims.

II. Charges

The Prosecution brings forward the following charges under the San Andreas State Law Amendments:

SA-PSC § VI.6 – Illegal Weapon Possession
SA-PSC § VI.2 – Possession of Weapons and Explosives
SA-PSC § VIII.13 – Disorderly Conduct
SA-PSC § VIII.12 – Interfering with Public Safety / Endangering Public Safety Operations

IV. Legal Argument

The State asserts that:

The defendant knowingly engaged in unlawful possession and public use of a high-powered firearm
The defendant discharged a sniper rifle in a populated public area, creating a direct and immediate threat to civilian safety
The defendant was found in possession of multiple illegal firearms and controlled weapon cases without authorization
The scale of the seized weapons indicates organized storage and potential intent beyond personal use
The presence of explosive material (Molotov) further demonstrates escalation of dangerous and unlawful conduct
The defendant’s actions constitute clear violations of state weapons control and public safety laws under San Andreas State Law Amendments

V. Demands

The Prosecution respectfully requests:

Custodial Sentence
A term of 8 years imprisonment in a State Penitentiary
Asset Seizure
Full confiscation and destruction of all illegal weapons and related materials recovered during the investigation
Seizure Of Assets Upto 10,000,000$.

VI. Settlement Offer

In the interest of judicial efficiency, the State extends the following plea agreement:

Conditions for the Defendant:

Enter a formal guilty plea
Waive the right to trial

Offer by the State:

Reduce imprisonment from 8 years to 5 years
Maintain all weapon confiscations and firearm prohibition
Reduce asset forfeiture from $10,000,000 to $8,000,000

Conditions of Validity:
This offer is valid only prior to the commencement of trial proceedings. Failure to accept will result in full sentencing and maximum charges being pursued.

VII. Closing

The evidence in this case is clear, direct, and substantiated by physical recovery and officer testimony.

The defendant did not merely possess illegal weapons — she maintained a significant cache of controlled firearms and explosives, and actively discharged a sniper rifle in a public environment without authorization.

These actions represent a serious and unacceptable threat to public safety.

The State submits that the elements of multiple violations under the San Andreas State Law Amendments have been fully satisfied.

Respectfully submitted.

To the honorable court,

The defendant has opted me to represent them in all the matters pertaining to this case.

The defendant would bring into the honorable courts attention that the prosecuter has potentially breached the terms of Court Rules. The defense humbly requests the honorable court to consider it and respectfully request the honorable judge to arrange a private meeting in chambers between defense and prosecution to discuss any potentional resolution.((Apologies for mentioning it here but I can't reach out enya on discord))
