I. OPENING STATEMENT
Your Honor
I am filing this formal administrative complaint regarding an incident involving Officer Marcel Martinez and Vt Officer Bartholomew . During a legal consultation at the LSPD headquarters, the officers obstructed my rights and ability to provide counsel to my clients, and Marlo Starnger.

Despite me presenting a State Bar License, Officer Martinez labeled me as "fake" and threatened me with jail for "Impersonating a Government Official." Officer Merling joined in the harassment, questioning if I was "lying to the government." Both officers failed to verify my status lawfully and know where I am actively listed.

This is an insult to me and my profession. By using their authority to threaten a licensed professional, these officers committed Conspiracy to withdraw Rights, and a Denial of Counsel for a suspect in custody. I am seeking a settlement now to avoid a formal Civil Lawsuit in the District Court.

II. EVIDENCE
[Log 18:09:19]: Officer Martinez: "You are not a registered lawyer... You go to jail."
[Log 18:09:50]: Officer Martinez to client: "Marlo [Marlon]... Stop calling fake lawyers."
[Log 18:10:14]: Officer Merling Bortholomew: "Are u lieing to the government boy?"
[Log 18:10:14] Officer Martinez says: This is above your paygrade

III. SETTLEMENT REQUEST
To resolve this under Rule 1.2, I am requesting:
A formal written apology from both officers for their unprofessionalism and bad faith threats.
A settlement of $275,000 for lost professional time, defamation, and emotional distress.

The First Judicial District Court recognises this Civil Lawsuit as submitted by State Licensed Lawyer Bottega Vottega, henceforth the Plaintiff, against the defendant SAPD. The evidence provided in the initial documentation provided by the state prosecution against SAPD ,henceforth the Defendant, is deemed as sufficient. Let it be recognised that the court has assigned this case ID # CV-166.

To the Defendant:
You have forty-eight (48) hours to confirm whether you will be represented by a legal counsel or intend to defend yourself in this case. If you have hired legal counsel, please have them reply to this court communique with their details. Failure to confirm these details within the 48 hour window will result in this court issuing a summons for your appearance. Failure to appear before this court does not invalidate this case and we will proceed without you if we need to.

Your Honor,

Under the Cases Against Government procedures, a complainant is required to first file a formal complaint with the respective government agency within five (5) days of the incident and make a good-faith attempt to resolve the matter internally. The agency is then granted fourteen (14) days to investigate the complaint and provide a response. Only after this process is completed, and if no agreement is reached, may the complainant file a civil lawsuit within seven (7) days thereafter.

In this case, the complainant failed to report the incident to the appropriate supervisors or government agency prior to filing the lawsuit. As such, the required procedural steps were not followed, rendering the lawsuit improperly filed.

Your honor

I've called this gentleman attorney to help me against a false-charged case.

I've called him as a state licensed attorney, and he accepted to help me in this case.

But because of those two officers, I've spent 10 hours ((minutes)) in prison falsely charged and almost killed by those cops before i was getting jailed but that's not our case right now.

They refused to let my attorney in to defend me and made fun of him. Even after I went out of prison, they called him a fake attorney.

And even threatened him that he would be jailed as well.

And called him a liar even though he told them multiple times that he is a state licensed attorney and even talked to them through department radio, and they still called him fake and made fun of this gentleman and refused to let him help me and because of that i'm a criminal in the eyes of the society.

The evidence provided in the initial documentation provided by the civil prosecution against SAPD, henceforth the Defendant, is deemed as not sufficient.

I. FINDINGS
As per rule before you can lawsuit any Law Enforcement Agency you need to file a complaint against the officer/s that made you an injustice. If you get no response from the department or you didn’t get an apology or the officer didn’t get the right punishment OR you didn’t get compensated then you can lawsuit the department.
Cases Against Government
> A person has 5 days to file a complaint to respective agency from the day that the incident occurred;
> A government agency then has 14 days to resolve the complaint and respond to the complainant;
> The complainant then has 7 days from the event described under point 1.2. to file for a civil lawsuit;
> A person must first file a complaint (within time frame described under point 1.1) to the respective agency and attempt to settle with the agency before filing a civil lawsuit;
> If the complainant and the agency fail to come to agreement in regards to the settlement offer, the complainant may file a civil lawsuit (within the time frame described under point 1.3)
> The complainant must justify how the offered settlement may be unreasonable for them to the court, and should the court find the settlement reasonable, the complainant may be forced to accept the offered settlement by the court
Also I have to remind the Plaintiff that such these actions are to be made again will result to his attorney license to be revoked.


II. RULING
The court finds the defendant not GUILTY.
