Montgomery has always been a devoted member to any enforcing agency he participates in. He has served his fair amount of time in the state's Sheriff & Police Department. Only through observation, he realized what REALLY needed to be protected
Highways are the spines that connect all the cities together to form a state. Without any assured safety on such interstates, the integrity of the state itself is questionable.
Montgomery, through his years of practice and grit on the field has learned many things, many useful to help this cause of protecting the highways of San Andreas. In departments like the Police Department and the Sheriff Department, this knowledge is not used to it's full extent. Montgomery wishes to change this in a department that primarily focuses on such enforcement.
Deputy Montgomery wishes to use his years of expertise to assist the Highway Patrol in reaching a common goal, and helping Scott's lifelong dream of bringing justice to the world.
