I. OPENING STATEMENT:
Your Honour,

The San Andreas Police Department has assigned Mr. Nan Ting for this civil proceeding against the Downtown Cab Co.

7th of Oct 2025, approximately 19 CET. A Taxi found in front of the LSPD, found it with siren attached to its roof, then the Detectives towed to the yard and impounded then seized it. Mark Salazar, the defendant company's owner, the Downtown Cab, which is the owner of the Taxi as well, claimed that he tuned the vehicle with a siren during the phone call. [EXHIBIT I]

The defendant company's owner is later arrested during an arrest warrant. In the investigation, the defendant confessed that he tuned the vehicle with siren on its roof while under the learnt skills from the ''Auto Exotic Customs'' company just for so called ''test'' use meanwhile the vehicle is parked on the public area. [EXHIBIT II]

The San Andreas Police Department requests permanent seizure of the vehicle in accordance with USC V (F) Impersonating law enforcement or government which explicitly prohibits direct or indirect impersonation of law enforcement or government by use of stickers indicating "POLICE", "SHERIFF" or alike, or through misleading use of items to represent emergency lights.

The First Judicial District Court recognised this criminal case as submitted by Nan Ting on behalf of San Andreas Police Department. Let it be recognised that the court had assigned this case ID # CV-153. The evidence provided in the initial documentation provided by the state/federal prosecution against The Downtown Cab Co, henceforth the Defendant, is deemed as sufficient and removes any possibility for summary dismissal.

I. FINDINGS
Upon reviewing the evidence submitted by the plaintiff. This court has found the evidence admissible in this here court of law. Furthermore, the charges requested by the plaintiff:

• SA-PSC III.3. Impersonation of a law enforcement, emergency service, judicial or government official.

are sufficient for the infraction alleged by the plaintiff. It is the view of this court that, the plaintiff has proven beyond a reasonable doubt that Downtown Cab Co represented by Mr Mark Salazar has violated stated charges. The defendant has Furthermore demonstrated a total disregard for this court's authority by not responding to the summons against himself and was granted additional time to respond to the summons. By virtue of the defendant having not responded to the summons. Mr Mark Salazar has therefore forfeited his constitutionally guaranteed civil rights to appear before a court under the presumption of innocent until proven guilty.

II. RULING
This court has accepted the plaintiff's charges of the aforementioned mentioned crimes. With this in mind, this court will impose the demands of the plaintiff. Summary judgement is therefore issued against the defendant, and he is therefore sentenced to the following:

• The defendant to pay a monetary fine of $100,000.

• The defendant company suspended from taxi activity for 15 days.

• The Defendant has period of seven (7) days to fulfill the 1st point, an amount of 10% interest is added for every 24 hours passed after The time stated in the 1st point starts from 6th of November 2025 15:30PM CET and ends on the of 13th November 2025 15:30PM CET. Failure to meet the deadline will result in the Court ordering further asset seizures as outlined in the 3rd point in order to recover all costs due to the State of San Andreas.
