UNITED STATES OF AMERICA
DEPARTMENT OF JUSTICE

UNITED STATES OF AMERICA
v.
MIA TOWNSEND
CRIMINAL NO. 120525

I. OPENING STATEMENT

Your Honor,

In accordance with "U.S. Code Title II - Section (C) Subsection (2) Paragraph (A)", Mr. Lance Garnet and Mr. Jim McDonnell have been appointed as the federal prosecutors for this proceeding against Ms. Mia Townsend.

The United States Department of Justice, through the findings of the Federal Bureau of Investigation, brings this case before the Court to address the unlawful exercise of authority and the improper removal of a journalist from a public establishment. This case revolves around the protection of constitutional rights, specifically the First Amendment which protects the freedom of the press.

On April 2nd, 2025, Ms. Piper Lynch, a credentialed journalist, attended a mayoral campaign event in Las Venturas Headquarters of San Andreas Sheriff Department to cover the campaign event and ask questions from the candidate, Marisa Kirisame. Ms. Lynch's conduct throughout the event was not disruptive and was within the scope of her journalistic duties as a press member. After the event was interrupted by an assassination attempt, which tragically resulted in the candidate's death, the deputy candidate, Mr. Alexander Gianascoli, assumed control of the campaign event.
Ms. Lynch continued to ask questions relevant to the organization of a political event inside a law enforcement building. However, she was not provided with appropriate answers and was ultimately directed to leave the Las Venturas San Andreas Sheriff's Department headquarters by Sheriff Deputy Mia Townsend, hereinafter referred to as the Defendant. This directive, according to Ms. Piper Lynch's sworn testimony and camera recording, and Sheriff Deputy Mia Townsend's verbal confirmation during the interrogation, was issued by Mr. Gianascoli and carried out by Sheriff Deputy Mia Townsend, a law enforcement officer under the authority of the San Andreas Sheriff's Department.

Mia Townsend, without establishing a legal cause, used threats and coercive conduct to compel Ms. Lynch to exit a public and state owned building, from threatening Piper Lynch with criminal charges, to unnecessarily deploying a taser during Piper Lynch's compliance. At no point was Ms. Lynch under arrest, nor had she committed a crime to justify such treatment. The action taken against her indicates a deprivation of constitutional rights, as defined under "U.S. Code - Title IX - Section (B) Deprivation of rights under color of law - Subsection (1)" and "U.S. Code - Title V - Section (A) Bribery, corruption and abuse of power - Subsection (2)". Furthermore, the evidence suggests that this act was not independent as aforementioned, but instead carried out at the request of a deputy candidate who is a political figure, potentially qualifying it as conspiracy against civil rights under "U.S. Code - Title IX - Section (A) Conspiracy against civil rights - Subsection (1)".

While the Prosecution will proceed under the applicable federal statutes as aforementioned, additionally, we will pursue with parallel state laws of the state of San Andreas, which is "SA-PSC § II.1 for Corruption and misuse of public office" stacked with "SA-PSC § VIII.5. Expulsion of corrupted government officials" for the apparent misconduct of Sheriff Deputy Mia Townsend.

Your Honor, the Department of Justice has presented evidence supporting these claims, including witness testimony of Ms. Piper Lynch, video recordings from different angles, and the interrogation footage of Sheriff Deputy Mia Townsend. Our position is that this incident reflects a violation of the protections guaranteed to all U.S. citizens in the Bill of Rights under the Constitution, and this matter must be addressed accordingly. The Prosecution extends its sincere gratitude to this Court for its time, diligence, and consideration in thoroughly reviewing the facts and arguments presented in this matter.

[21:48:40] Mia Townsend says [Redneck accent]: that's what i think the reason was
[21:48:52] Lance Garnet says: Well she is a press member, she obviously has to ask until she gets the answer.
[21:49:01] Lance Garnet says: What kind of law is broken in here?

[21:51:52] ..ide the room or not
[21:52:16] Mia Townsend says [Redneck accent]: Govermental candidates
[21:52:24] Mia Townsend says [Redneck accent]: since our job is to protect the VIPs..

[21:52:34] Lance Garnet says: Well apparently the Sheriff Department Headquarters is not owned by Alexander Gianascoli, its owned by the..
[21:52:34] .. state.
[21:52:44] Mia Townsend says [Redneck accent]: So i've thought i had to do what he asks
[21:52:54] Mia Townsend says [Redneck accent]: Correct.
[21:53:06] Mia Townsend says [Redneck accent]: But question still remains
[21:53:11] Lance Garnet says: Therefore his request was not appropriate or even lawful.
[21:53:18] Lance Garnet says: Do you think its lawful to suppress a journalist for asking a simple question, even repeatedly, while bein..
[21:53:18] ..g polite?
[21:53:54] Mia Townsend says [Redneck accent]: Well since it were the VIP... i had to ask the jurnalist to leave but i personaly belive ..

[21:54:27] Mia Townsend says [Redneck accent]: and why isn't he detained?
[21:54:28] Lance Garnet says: Your confession is on point but your reasoning of "VIP had me to do it" is not really justified.
[21:54:31] Mia Townsend says [Redneck accent]: if that's unlawful
[21:54:35] Lance Garnet says: He will soon be detained.
[21:55:32] Lance Garnet says: He solicited you to commit a crime.
[21:55:53] Lance Garnet says: Have you read the U.S. constitutions?
[21:55:55] Mia Townsend says [Redneck accent]: So in fact,
[21:56:05] Mia Townsend says [Redneck accent]: There were more people than one jurnalist
[21:56:17] Mia Townsend says [Redneck accent]: And the jurnalist Lynch did not give the time for others to ask questions
[21:56:40] Mia Townsend says [Redneck accent]: There were more people that would want to ask a question from the candidate as well
[21:56:48] Mia Townsend says [Redneck accent]: And the time were short and limited
[21:56:54] Lance Garnet says: Well she didn't commit a crime, it's the nature of a journalist to seek answers.
[21:56:56] Mia Townsend says [Redneck accent]: Since we've been attacked by militas
[21:57:34] Lance Garnet says: Tell me, are you aware of the U.S. constitutions? Have you read the bill of rights?

[21:58:05] Mia Townsend says [Redneck accent]: i demand a lawyer and i do not answer any questions until my lawyer arrives.
[21:58:22] Lance Garnet says: Alright, do you have a personal lawyer? Or should I call one from the state?
[21:58:39] Mia Townsend says [Redneck accent]: Call one i guess

[22:19:52] Lance Garnet says: Alright I will ask the question once again.
[22:20:22] Lance Garnet says: Ms. Townsend, are you aware of the U.S. Constitutions?
[22:20:33] Franklin Grey says [British accent]: She is.
[22:20:34] Lance Garnet says: Have you read the bill of rights
[22:20:53] Lance Garnet says: Have you read the bill of rights?
[22:21:15] Mia Townsend says [Redneck accent]: i do.
[22:21:59] Lance Garnet says: Do you know anything about the first amendment of the bill of rights in the U.S. Constitutions?
[22:22:07] Franklin Grey says [British accent]: Agent.
[22:22:32] Lance Garnet says: That doesn't seem like a proper answer to me.
[22:22:32] Franklin Grey says [British accent]: That candidate speech was held inside a police department's conference room.
[22:22:43] Lance Garnet says: Sir, my question should not remain unanswered.
[22:22:47] Mia Townsend says [Redneck accent]: i do agent.
[22:23:07] Lance Garnet says: So you must know the importance of journalistic newsgathering.
[22:23:20] Franklin Grey says [British accent]: Invoking the freedom of press here is a good idea.
[22:23:47] Mia Townsend says [Redneck accent]: is SASD's LVHQ's speach room a public place?
[22:23:58] Franklin Grey says [British accent]: It's not.
[22:24:00] Lance Garnet says: It is a public building.
[22:24:03] Lance Garnet says: Its owned by the state.
[22:24:05] Franklin Grey says [British accent]: Nah uh.
[22:24:08] Mia Townsend says [Redneck accent]: not the building sir
[22:24:09] Lance Garnet says: It is not a private property.
[22:24:10] Mia Townsend says [Redneck accent]: the room.
[22:24:16] Franklin Grey says [British accent]: Sir.
[22:24:19] Lance Garnet says: We are talking about the building as a whole.
[22:24:33] Mia Townsend says [Redneck accent]: So FBI's loby is a public place?
[22:24:37] Lance Garnet says: It is.
[22:24:48] Franklin Grey says [British accent]: Is this area a public space?
[22:25:05] Lance Garnet says: We are going off tracks.
[22:25:08] Franklin Grey says [British accent]: Nope.
[22:25:19] Franklin Grey says [British accent]: You said it's a governament owned place.
[22:25:24] Franklin Grey says [British accent]: And it's public.
[22:25:29] Lance Garnet says: It's owned by the Federal Government.
[22:25:33] Franklin Grey says [British accent]: Doesn't matter.
[22:25:36] Lance Garnet says: The access is restricted to this level.
[22:25:41] Lance Garnet says: You are not here to question me.
[22:25:42] Franklin Grey says [British accent]: So it's a police department.
[22:25:52] Franklin Grey says [British accent]: It's a limited access.
[22:25:54] Lance Garnet says: You are distracting me from the course of the interrogation.
[22:26:08] Franklin Grey says [British accent]: I'm trying to figure out what you trying to say.
[22:26:23] Franklin Grey says [British accent]: You can't call a police department a fully public area.
[22:26:37] Franklin Grey says [British accent]: That conference room is a semi public area.
[22:26:45] Lance Garnet says: Mia Townsend complied to the order of Deputy Candidate Alexander Gianascoli to throw Piper Lynch out of th..
[22:26:45] ..e building.
[22:26:56] Mia Townsend says [Redneck accent]: Not throw..
[22:26:59] Franklin Grey says [British accent]: Throw is a harsh word.
[22:27:00] Mia Townsend says [Redneck accent]: but to ask her out
[22:27:09] Mia Townsend says [Redneck accent]: i didn't even use any kind of force.
[22:27:19] Lance Garnet says: But you did threaten her with a taser.
[22:27:29] Mia Townsend says [Redneck accent]: Did i aim a taser?
[22:27:34] Lance Garnet says: You deployed it.
[22:27:41] Mia Townsend says [Redneck accent]: I did not aim a taser.
[22:27:56] Franklin Grey says [British accent]: Was Piper Lynch complying with Townsend's order to leave?
[22:28:01] Lance Garnet says: She did.
[22:28:08] Franklin Grey says [British accent]: And she left?
[22:28:10] Lance Garnet says: If not she would've been arrested by her.
[22:28:15] Lance Garnet says: She was suppressed.
[22:28:18] * Mia Townsend whispers something to Franklin Grey.
[22:28:21] Franklin Grey says [British accent]: Su-what?
[22:28:43] Lance Garnet says: How come you are not aware of the transgression that has occured here?
[22:28:58] Franklin Grey says [British accent]: So being asked to leave is a form of aggresion?
[22:28:59] Lance Garnet says: Is Alexander Gianascoli a superior of Mia Townsend in the Sheriff Department of San Andreas?
[22:29:21] Franklin Grey says [British accent]: Perhaps miss Lynch was being disruptive.
[22:29:36] * Mia Townsend whispers something to Franklin Grey.
[22:29:53] Lance Garnet says: Disruptive how? Journalistic privilege is well written in the first amendment.
[22:29:59] * Mia Townsend whispers something to Franklin Grey.
[22:30:13] Franklin Grey says [British accent]: You don't know what the word disruptive means?
[22:30:21] Franklin Grey says [British accent]: Interfering with the speech, maybe.
[22:30:30] Lance Garnet says: How was she interfering?
[22:30:37] Franklin Grey says [British accent]: You tell me.
[22:30:43] Lance Garnet says: No sir you said she was being disruptive.
[22:30:47] Lance Garnet says: So you have to reason it.
[22:30:50] Franklin Grey says [British accent]: It was a question.
[22:31:05] Lance Garnet says: No sir, you stated it as a statement.
[22:31:07] Lance Garnet says: Not a question.
[22:31:24] Lance Garnet says: Are you trying to mislead the investigation?
[22:31:31] Franklin Grey says [British accent]: I said "perhaps miss Lynch was disruptive", you don't know what 'perhaps' means?
[22:31:43] Lance Garnet says: Still, not a question.
[22:31:48] Franklin Grey says [British accent]: Holy God.
[22:31:49] Lance Garnet says: A statement of doubt.
[22:32:19] Franklin Grey says [British accent]: Anyway. That area isn't a full public area so miss Lynch could've been asked to leave at..
[22:32:19] .. any moment.
[22:32:39] Lance Garnet says: Even worse, Mia Townsend complied to the order of a deputy candidate that holds no authority in the SASD.
[22:32:41] Lance Garnet says: Nor the property.
[22:32:42] * Mia Townsend whispers something to Franklin Grey.
[22:32:58] * Mia Townsend whispers something to Franklin Grey.

UNITED STATES OF AMERICA
DEPARTMENT OF JUSTICE

Our position is that this incident reflects a violation of the protections guaranteed to all U.S. citizens in the Bill of Rights under the U.S. Constitution, and this matter must be addressed accordingly. The Prosecution extends its sincere gratitude to this Court for its time, diligence, and consideration in thoroughly reviewing the facts and arguments presented in this matter.

CASE # CV-0136
United States of America v. Mia Townsend

DEFENDANT'S OPENING STATEMENT

Your Honor,

Counsel for Defendant Deputy Mia Townsend respectfully presents this opening statement to provide the Court with the true context of the events of April 2nd, 2025.

I. THE REALITY OF APRIL 2ND

Your Honor, this case is not about the suppression of press freedom or the abuse of power. This case is about a law enforcement officer who, in the immediate aftermath of a violent assassination, acted swiftly and lawfully to maintain order and ensure public safety under the direct orders of her superior officer.

On April 2nd, 2025, what began as a routine political campaign event at the San Andreas Sheriff's Department headquarters in Las Venturas was instantly transformed into an active crime scene when Mayoral Candidate Marisa Kirisame was assassinated. In that critical moment, the building became a high-security zone where immediate action was required to protect remaining officials and secure the scene.

II. LAWFUL ORDERS AND PROPER PROCEDURE

The evidence will unequivocally demonstrate that Deputy Townsend's actions were taken in direct compliance with lawful orders issued by San Andreas Sheriff's Sergeant Kondo Tadao, her supervising officer present at the scene. Sergeant Tadao, recognizing the severity of the security breach, ordered all deputies under his command to clear the conference room for essential security screening procedures.

Deputy Townsend was not acting independently or at the behest of political figures, as the prosecution suggests. She was following the direct, lawful orders of her superior officer in an unprecedented emergency situation.

III. MS. LYNCH'S CONDUCT AND CREDIBILITY

Contrary to the prosecution's portrayal, the evidence will reveal significant contradictions in Ms. Lynch's account. While she claims to have maintained professional conduct, body camera footage from multiple officers present clearly documents repeated instances of Ms. Lynch shouting and engaging in escalated verbal interactions both before and after the assassination.

Ms. Lynch's failure to comply with lawful directives from law enforcement—including specific orders from Sergeant Tadao to clear the area for security purposes—demonstrates conduct that was disruptive to legitimate law enforcement operations during a critical security incident.

IV. REASONABLE RESPONSE TO EXIGENT CIRCUMSTANCES

Your Honor, the Constitution does not exist in a vacuum. The rights of the press, while fundamental, must be balanced against the immediate need to secure a crime scene and protect public safety following an assassination. Deputy Townsend's actions were objectively reasonable given:

• The assassination had just occurred at their location
• A remaining political candidate needed protection
• The building required immediate security screening
• Supervisor on scene took over and ordered the deputies to clear the area to screen the civilians for any potential threats
• Ms. Lynch was non-compliant with lawful law enforcement directives

V. NO CRIMINAL INTENT

The prosecution has failed to establish any evidence of corrupt intent, bribery, or conspiracy. Deputy Townsend acted in good faith, under lawful orders, during an extraordinary emergency. Her personal reflection during questioning about feeling an order "might be unlawful" demonstrates moral conscience, not criminal culpability—it shows an officer grappling with difficult circumstances, not one acting with corrupt intent.

U.S. Code Title V, Section (A)(2) speaks of malicious use of power. There is no evidence - none - that my client acted with malice, for personal gain, or to benefit anyone. She acted to protect lives in a fluid, dangerous emergency, following supervisor orders.

U.S. Code Title IX, Section (A) and (B) - conspiracy and deprivation of rights - require intent to injure, oppress, or intimidate. There is zero proof that Deputy Townsend sought to deprive Ms. Lynch of her rights. Instead, she sought to restore safety and order after a terrorist attack.

VI. CONCLUSION

Your Honor, on April 2nd, 2025, Deputy Mia Townsend faced an unimaginable situation: the assassination of a public figure at an event she was securing. Under the lawful orders of her supervisor, she took reasonable actions to restore order and ensure safety. She acted not with malice, not with corrupt intent, and not in furtherance of any conspiracy, but as a law enforcement officer performing her sworn duties under the most challenging circumstances.

The prosecution's case fails to account for the exigent circumstances, ignores the lawful chain of command, and relies on a complainant whose own conduct undermines her credibility. Deputy Townsend deserves vindication, not conviction.

We respectfully urge this Court to find Deputy Mia Townsend Not Guilty of all charges.

Respectfully submitted,

THE PROSECUTION'S OWN EVIDENCE PROVES THEIR WITNESS COMMITTED PERJURY!

I. PRIMARY EVIDENCE - BODY CAMERA FOOTAGE

Your Honor, the body camera footage tells the complete story and exposes the prosecution's false narrative.

II. THE PROSECUTION'S CLAIMS DESTROYED

Your Honor, this footage completely destroys every element of the prosecution's case:

CLAIM: Deputy Townsend acted on orders from "candidate's men"
TRUTH: She acted on direct orders from Sergeant Tadao, her superior officer

CLAIM: No emergency justification existed
TRUTH: Terrorist attack created immediate security crisis requiring evacuation

CLAIM: Ms. Lynch was professional and compliant
TRUTH: She defied lawful orders and disrupted security operations

CLAIM: Deputy Townsend acted corruptly
TRUTH: She enforced her supervisor's lawful order during an emergency

III. PROSECUTION EVIDENCE PROVES PERJURY

Your Honor, the prosecution has inadvertently provided evidence that destroys their own case and proves their key witness committed perjury.

As demonstrated in Defense Exhibit B, Ms. Lynch's sworn testimony is directly contradicted by the prosecution's own evidence.

IV. THE "CANDIDATE'S MEN" CONTEXT EXPLAINED

Your Honor, the prosecution may attempt to distract from Ms. Lynch's proven perjury by focusing on Deputy Townsend's reference to "candidate's men." This does not change the fundamental facts:

1. TADAO'S ORDER CAME FIRST: The timeline proves Sergeant Tadao issued his evacuation order at 18:36:02, and Deputy Townsend began enforcement at 18:38:26.

2. EXPLAINING CONTEXT IS NOT FOLLOWING ORDERS: When Deputy Townsend mentioned candidates, she was explaining the broader situation context to Ms. Lynch, not indicating she was taking orders from civilians.

3. EMERGENCY COORDINATION: In crisis situations, law enforcement coordinates with all parties present, including civilians who may have relevant information, while maintaining command authority.

4. ULTIMATE AUTHORITY CLEAR: The footage shows Deputy Townsend reported directly to Sergeant Tadao immediately after the incident, confirming the proper chain of command.

5. INTERROGATION STATEMENTS UNRELIABLE: Your Honor, the prosecution may point to Deputy Townsend's interrogation statements where she expressed confusion about civilian requests. However, contemporaneous evidence is always more reliable than post-hoc recollections during a stressful federal interrogation. The body camera footage clearly shows the sequence: Tadao's evacuation order came first, followed by Deputy Townsend's enforcement action. Any statements made weeks later during an intimidating interrogation must be viewed in context of the stress and pressure of that environment, while the real-time footage provides the unvarnished truth of what actually occurred.

The mention of candidates does not negate the fact that Deputy Townsend was acting under direct law enforcement orders during an active security emergency.

V. BACKUP WITNESS AVAILABLE

Your Honor, if the Court requires additional clarification, Sergeant Kondo Tadao is available to testify regarding:
- His authority to issue evacuation orders
- The emergency circumstances requiring immediate action
- Deputy Townsend's compliance with his direct orders
- Ms. Lynch's disruptive and non-compliant behavior

However, the body camera footage speaks for itself and provides irrefutable proof of Deputy Townsend's innocence.

VI. PROSECUTION'S CASE LACKS SUBSTANCE

Your Honor, the prosecution seeks to criminalize what was ultimately a minor incident with no lasting harm:

1. NO ACTUAL HARM OCCURRED: The evidence shows Ms. Lynch was not arrested, not injured, not charged with any crime, and was ultimately allowed to return after security screening. She suffered no tangible damages whatsoever from this brief interaction.

2. IMMEDIATE LITIGIOUS INTENT: The footage reveals Ms. Lynch's true motivation when she immediately declared "I'll sue you" upon compliance with the evacuation order. This demonstrates her intent to create a legal issue rather than any genuine harm suffered, calling into question the authenticity of her subsequent complaints.

3. PROPORTIONALITY MATTERS: The prosecution seeks decades in federal prison for asking someone to temporarily leave during an active security emergency. This extreme overreach demonstrates the weakness of their underlying case.

VII. LEGAL CONCLUSION

Your Honor, this evidence proves beyond any doubt:

1. No Criminal Intent: Deputy Townsend followed lawful orders from her supervisor
2. Lawful Authority: Sergeant Tadao had clear emergency authority
3. Justified Circumstances: Terrorist attack required immediate security measures
4. No Corruption: Deputy Townsend acted for public safety, not personal gain
5. No Conspiracy: She followed established chain of command

The prosecution's case is built on false claims that are contradicted by irrefutable video evidence.

The defense respectfully requests that Your Honor find Deputy Mia Townsend not guilty on all charges and order her immediate acquittal.
