I. OPENING STATEMENT
The Legal Counsel of the San Andreas Police Department has assigned Mr. Oscar Florence for this prosecution against Mr. Ashri ElZahar.
Your Honor,
As part of the police department’s ongoing efforts to combat and dismantle organized criminal enterprises, an infiltration operation was conducted on January 14, 2025, targeting a notorious cartel known as "La Tattaglia Cartel." This operation was initiated following credible intelligence regarding individuals affiliated with the aforementioned cartel.
During the course of the operation, an undercover detective successfully infiltrated the organization, gathering critical intelligence and substantial evidence of various criminal activities. Among these findings is clear and compelling proof implicating Mr. Ashri (Previously known as AboLaban OKB) as the leader of the cartel and directly linking him to multiple criminal offenses. Additionally, during the operation, Ashri ElZahar showed the undercover detective his house, along with his garage, which contained a vehicle with the plate "9LYTPOX2", referred to as "Caddy", loaded with multiple illicit substances and heavy weaponry.
Furthermore, the undercover detective managed to obtain crucial evidence, including photographs of the cartel’s headquarters' storage, which was filled with weaponry and other relevant illegal substances.
The prosecution will present irrefutable evidence demonstrating Mr. Ashri’s involvement in the cartel’s operations. This evidence will establish his role within the organization and justify the subsequent investigative focus on both his personal and financial assets, which have been instrumental in facilitating these illicit activities.

V. SETTLEMENT OFFER
The prosecution offers a lower sum of demands if the defendant pleads guilty to the following:
- Seizure of 25 percent of the defendant's net worth, totalling $3,836,979.
- The defendant to serve 10 years in a state penitentiary.
- Seizure of the vehicle with the plates "9LYTPOX2", also known as "Caddy" as per "SA-PSC § VI.1.2 Property search and seizure"
Law enforcement are authorized to issue a search warrant against an individual who is found in possession of narcotics listed under SA-PSC § VI.1. Possession of an illegal substance if the amount is equal or greater than defined under Search warrant threshold column.
