I. OPENING STATEMENT
The San Andreas Police Department has assigned Mr. Martin Winchester for this prosecution against Mr. Richard Finley.
Your Honor, this case centers on a heinous act of arson committed on the night of January 19, 2025, at the Gnocchi Restaurant in Rodeo, Los Santos. Mr. Richard Finely, henceforth known as the defendant, has not only confessed to setting fire to the said restaurant by using multiple Molotov Cocktails but has also demonstrated a pattern of malicious and coercive behavior toward the restaurant's owner, Mrs. Anna Luciano.
The evidence will show that the defendant stalked and threatened Mrs. Luciano in a selfish attempt to pressure her into relinquishing ownership of her business, The Gnocchi Restaurant. On the night in question, the defendant escalated his actions deliberately igniting a fire that could have resulted in catastrophic loss of property and potentially lives. In addition to the act of arson, the defendant was found in possession of an illegal assault rifle (M4 Carbine) during his arrest. He resisted lawful arrest in a manner that justified the use of a Taser to subdue him. During the interrogation, the defendant confessed to bribing a law enforcement officer to obtain Mrs. Luciano's whereabouts and phone number at the cost of $300,000 through an online transaction.

By the authorization of the search warrant, the Detective Bureau conducted a thorough search of Richard Finley's properties, uncovering a disturbing collection of illegal contraband. Among the seized items were a significant quantity of narcotics and explosives, further implicating him in criminal activity beyond the initial charges, additionally, discovered endangered aquatic animals which raises further ethical concerns against him. The findings not only reinforce Mr. Finley's disregard for the law but also highlight the extent of his involvement in illicit activities that threaten our beloved community.

On the 20th and 30th of January, throughout the interrogations, Mr. Richard Finley openly confessed to the charges set forth against him, showing no sign of remorse. Instead, he spoke with unsettling pride about his actions, detailing his arson, stalking, threats, possession of illegal substances, possession of weapons and explosives, bribery, and attempts to escalate his reign of terror further with pyromaniacal manner and malevolent behavior. He openly admitted feeling "wonderful" after setting Gnocchi Restaurant ablaze and even expressed a desire to escalate his violence, stating he would "blow off the whole Rodeo" if given the opportunity. His statements, paired with his efforts to procure a flamethrower indicate his pyromaniacal tendencies, which reflect a deeply concerning threat to our public safety.

CSI & Forensic Result
CRIME SCENE INVESTIGATION KEY EVIDENCE
1. Shattered Glass Fragments
- Found scattered near the point of fire ignition and along the building's exterior.
- Accelerant traces were detected on burn marks at the scene. Collected the sample by hydrocarbon detector.
- Charred remains of fabric wicks were recovered near the shattered glass.
- Forensic examination revealed cotton fibre in the charred piece of cloth with the trace of accelerant, consistent with the other fabric wicks that were recovered from the scene.
- V-shaped burn patterns, located on the restaurant's front door and windows, confirming the point of origin was at ground level near the building's exterior.
- Center spread burn patterns on the roof of the restaurant, indicating that the accelerant spread outward from the impact point.
- Distinct burn patterns indicate accelerant pooling at four impact points, supporting the suspect's claim of throwing multiple Molotov Cocktails and the examination of the scene.
FORENSIC LAB REPORT
1. Glass Analysis
- The shattered glass fragments were reconstructed to identify the brand and type of bottle used. The bottles were confirmed to be The FleischBerg Beer, a product sold vastly in the state of San Andreas.
- One alternative fingerprint aside from Richard Finley's was found on a few shattered pieces of Cocktail Molotov that were scattered away from the impact point. Sali Macroni was identified through a challenging identification by UV light examination, forensic powder imprints, and reconstruction of the bottle to complete the placement of a full fingerprint residue.
- Gas Chromatography analysis confirmed the presence of gasoline.
- No DNA traces were found on the pieces of cloth as the fabric wick.
- The fire caused extensive damage to the restaurant's entrance and roof area;
