STATE OF SAN ANDREAS

FIRE DEPARTMENT

RULES & REGULATIONS



Every official member of San Andreas Fire Department along with all citizens hired through the SAFD Volunteering Program, must read, understand and act in accordance with the following list of regulations.

I. The right to life and oath to protect

I. The right to life and oath to protect

1. Emergency medical services exist to fulfill the basic principles of first aid, which are to preserve life, prevent further injury, and promote recovery, regardless of the patient's ethnicity, religion, national origin, age, disability, organizational affinity, sexuality or any other potentially discriminatory factor.

2. Fire suppression and rescue services exist to fulfill the basic necessity of rescuing civilians of the State of San Andreas and extinguishing of hazardous fire that threaten life or damages private, corporate or government infrastructure.

3. When responding to a situation, the FSR personnel must make every effort to give priority to the living beings, evacuate them early from the location and allow the EMS to provide further treatment to the injured.

4. When responding to a situation, the EMS personnel must make every effort to give priority to law enforcement officials, as they will keep the situation under control if civilians create a chaotic or dangerous environment.

5. SAFD personnel is required to save all individuals, even if they are active combatants against LEOs. This rule does not apply if the injured individuals may be a direct threat towards others lives (If the individual is a suspect and has shown signs of aggression before being knocked out, you must wait for a Law Enforcement Officer to secure him. If there is no LEO that can arrive in time, you will revive the knocked individual, then inform the SAPD dispatch as soon as you can get yourself in a safe environment).

6. SAFD personnel will have no expectation under any circumstance to let someone die because they have been instructed to do so.

II. Code of conduct

1. The SAFD personnel must always abide by the federal law, state law and follow the constitution. This includes the traffic ordinances and regulations concerning emergency vehicle operation. Any traffic collision caused by the SAFD personnel that could have been avoided must and will be punished accordingly by the SAPD traffic control officers.

2. Usage of firearms or weapons used in hand-to-hand combat are strictly prohibited. SAFD personnel is excused from this regulation in case of self defense, only if the act is compliant with the description given by the state law.

3. Possession of any item that is considered illegal by the state law or federal law, is strictly prohibited.

4. While on duty, it is forbidden to use any substance of psychoactive nature, except for medical drugs, which will be used ONLY for someone who is in need of medical attention.

5. SAFD personnel must always abide by any lawful instructions given by a higher ranked member.

III. Staff Rights

1. In instances where SAFD personnel is being harassed (through verbal threats or physical abuse, either IC or OOC) or have direct threat to their lives (IC - through firearms or weapons used in hand-to-hand combat) by the patient they are providing medical assistance to, they will not be required to save the patient and will reserve the right to refuse treatment; More so, they may abandon the mission until Law Enforcement Agencies gain control over the situation.

2. SAFD personnel has the right to block entrances and exits of an area when responding to a situation. This may only be done in a reasonable manner, with the intention to provide a safe environment for the responding units, civilians in danger and/or possible bystanders.

3. Volunteers and official members of the San Andreas Fire Department will not be punished in any way for committing crimes while off duty.

IV. General Behavior

1. You must demonstrate acceptable behavior and act with decorum across on all mediums of communication. (In-Character and Out of Character chats, Discord, forums).

2. You must respect other agencies and work in harmony. Any demonstrations of hostile, neglectful or depreciative behavior towards another governmental agency, in any form and regardless of instance (In-Character, Out of Character, Discord, forums) will be met with harsh consequences once acknowledged.

3. The usage of abusive language is strictly prohibited. Be assertive and express your concern without using any abusive language. Toxic behavior is strictly prohibited and will be faced with harsh consequences (In-Character, Out of Character, Discord, forums).

4. Always maintain good communication and teamwork with every member of SAFD, no matter their rank, and respect everyone, be it to people inside or outside the department.

V. Vehicles and equipment

1. Wearing a mask which conceals your identity is not allowed (You may use a /clothing mask if needed).

2. Firefighters are required to wear the Self-Contained Breathing Apparatus before tackling any sort of fire.

3. Equipment such as the fire extinguisher, chainsaw, water cannon, ladder, stretcher, barriers, megaphone, audible warning signal, emergency lights, or any other equipment issued by the SAFD, must be used only for its intended purpose (In example: Using the chainsaw to cut trees for winter firewood is not permitted).

4. Driving personal, civilian, or other group other than SAFDs vehicles on duty is not allowed, unless used to return to the headquarters after "losing" your departmental vehicle.

5. Always make sure to /service the departmental vehicle after you finish using it. If you find a departmental vehicle blocking a road or at a random place then try to park it properly or ask someone to help you return it to the headquarters.

6. Supervisory staff and above are allowed to drive personal vehicles on-duty if needed, however, they may only be used for official departmental operations.

7. Clothing accessories that are not related to the duties of SAFD members are not permitted. Exception to this are the server events organized by the server administration, such as Halloween and Christmas.

8. Every member must have bodycam and dashcam turned on for the entire duration of the service.

Vehicles and callsigns

Fire Truck
Callsign ENGINE - should be used in operations that require a Fire Prevention Bureau (FPB) unit. (/te can be used with this vehicle)
Ladder Truck
Callsign LADDER - should be used in operations that require rescue trucks.
Rancher
Callsign ROVER for FD/ CHEETAH for EMS - should be used for small incidents (In example: Person feeling sick at home / Civilian locked himself inside the house and can't exit). (/te can be used with this vehicle)
Maverick
Callsign HAWK for FD/ CLOUD for EMS - should be used in operations that require aerial assistance.
Raindance
Callsign HAWK for FD/ CLOUD for EMS - should be used as an aerial unit for operations that require the winch mechanism (/winch [up/down/rope]). (/te can be used with this vehicle)
Utility truck
No callsign assigned - should be used for on-road obstacle missions in which you need extra equipment to suffice the requirements of the mission. Utility carries all of FSR equipment from road signs to road barriers.
EMS Ambulance
Callsign FRU - is used to revive and heal any injured player.
Major Emergency Response Vehicle
Callsign MISU - is used for major emergencies, has capacity for multiple patients & deceased.
Wayfarer
Callsign BIRD - is used for patrolling and quick response.
Premier
Callsign SENTINEL for FD/ WATCHER for EMS - can only be used by the Supervisory staff or above.
Tow Truck
No callsign assigned - should be used in Motor Vehicle Accident situations or to tow back at station a duty vehicle.
Coastguard boat
Callsign MARINE - should be used for emergency and rescue operations by the sea.
Red & White Rancher
Callsign SENTINEL for FD/ WATCHER for EMS - can only be used by the Supervisory staff or above.
Leviathan
Callsign HAWK for FD/ CLOUD for EMS - should be used as an aerial unit for forest fires that requires a firefighting helicopter, for rescue operations in water or for operations that require the winch mechanism (/winch [up/down/rope]). to fill the water tank, press and hold LMB at the LSI gas station and to release the water, press and hold LMB.
Yosemite
Callsign OSCAR for FD/ CONNOR for EMS - can ONLY be used by the Command Staff and above.
Sultan
Callsign OSCAR for FD/ CONNOR for EMS - can ONLY be used by the Command Staff and above.
Enforcer
Callsign RESCUE - should be used as an heavy unit necessary for rescues in difficult scenarios.

EMS: Emergency Medical Services

FSR: Fire Suppression & Rescue

LEO: Law Enforcement Officer

Headquarters: Any property owned by the San Andreas Fire Department that acts as a base for FSR or EMS personnel (Fire stations, hospitals).

Self-Contained Breathing Apparatus (SCBA): A device worn to provide breathable air in an atmosphere that is immediately dangerous to life or health.
