INFORMATION
This board will contain all the administrative decrees issued by the San Andreas Police Department and their consequences.

What is an administrative decree?
  • An immediate order that arises with the objective of solving a present issue, or changing a guideline/procedure, and is to be immediately acknowledged and followed by all members of the department within the time specified by the SAPD Command Staff. An administrative decree also serves the purpose to revoke another issued administrative decree.
Who can make a decree, and who can approve a decree?
  • A decree can be created by a Lieutenant+ with guidance from the Captain and Executive Staff. Only then it is to be passed on to the Chief and the Police Commissioners for approval before it takes into effect.
The Chief of Police may issue and approve decrees after it has been brought up to the commission.

Subject: Department's instance on government employees.

This administrative decree sets out the department's stance on government employees. The administrative decree is effective immediately.

The San Andreas Police Departments restricts its employees from becoming employees of the State Government. If any employee wishes to be employed by the State Government, the said member must resign from San Andreas Police Department to pursue their career in the State Government; exceptions can be made by the Executive Staff.

Administrative Decree #002
Subject: Department's response to the recognized militia Whetstone Woodlands Insurgency.
This administrative decree sets out the department's response in accordance with U.S Congress' H. RES 034 to the recognized terrorist militia Whetstone Woodlands Insurgency, also known as WWI. The administrative decree is effective immediately.

All employees of the department are now prohibited from:
  • Possessing a passport to enter the territory, which is Whetstone, illegally claimed by the militia.
  • Associating with any WWI affiliate whether on or off duty. Interactions on duty must be for a specific and required law enforcement purpose.
  • Patrolling the territory illegally claimed by the militia unless a situation has started outside the territory and suspects were pursued into the territory. As soon as the situation is concluded, you have to leave the territory.

Administrative Decree #003
Subject: Restructuring of Recruitment and Training Division
This administrative decree sets out the restructuring of our Recruitment and Training Division to improve efficiencies of the Entry Examination and Recruit Officer phases of the existing Recruitment and Training Division training structure.

The official duties of a Recruitment and Training Divsion Officer have changed:
  • All RTD Officers are now authorised to supervise Entry Examinations.
    • This does not include marking of the examination, which is left to RTD Senior Officers or Supervisory Staff+.
The following changes are being applied to the Recruit Officer phase:
  • The current Field Training Program is being made redundant.
  • Cadets will have a section under the Police Academy forum to create their own desk.
    • This desk will then follow you as you progress throughout the ranks within the department.
  • You will be required to submit evidence of completing different tasks.
  • RTD Staff, or Supervisors, may ask you theoretical knowledge at any time. This is still visible within the Police Academy board for consumption.
  • Once a Recruit Officer has completed all tasks, their desk will be reviewed by the Supervisory Staff.
  • The promotion to Police Officer I is now based on the tasks you have completed, as well as competency found on the field.
These changes will allow for a smoother transition through the phases. To accommodate the difference in responsibilities and to ensure this process can work in a long-term manner, the following changes are being made to the Police Officer III and Police Officer III+1 ranks, as well as the Sergeant Training Program:
  • All officers ranked Police Officer III and above will now be automatically enrolled into the Recruitment and Training Division as an RTD Officer.
    • Anyone who does not wish to participate in these responsibilities shall ask to be demoted to Police Officer II voluntarily without any long-lasting mark on your record:
      • Participating in the application review, acceptance or denial process
      • Participating in providing entry examinations - This responsibility is to watch as an applicant completes their exam to ensure they are not cheating
    • S.W.A.T Squad Leaders and above are exempt from this additional responsibility due to their divisional responsibilities.
  • This change reflects a change in what should be considered the "standard" rank. A Police Officer II is someone who has no additional responsibilities within the department and are not looking to progress through the ranks.
  • The Sergeant Training Program is being replaced by the rank of Police Officer III+1. The same principle applies here, if you are at this rank you are being trained to eventually become a member of the Supervisory Staff.
  • All current officers ranked Police Officer III+1 will be evaluated to see if they are fit for that rank and the additional responsibilities.
The responsibility of RTD Senior Officers will be solely on the marking of the entry examination, as well as providing guidance on application handling to all RTD Officers.

  • Refrain from contacting or responding to any press officials.
  • Refrain from entering a conversation with any press official.
  • Refrain from expressing their political thoughts publicly, must appear neutral & unbiased.
All employees of the department are allowed to:
  • Members are allowed to go to the press once off-duty & not in uniform, they won't be representing the SAPD.

Subject: Cutting Ties
Effective immediately, to comply with the amended SA-PSC § XI and recent court guidance, this decree outlines the updated SAPD policy on officers holding additional government positions, while safeguarding departmental integrity and public trust.

Policy:
  • SAPD personnel may apply to hold a secondary government position, but must first receive written approval from the Office of the Chief of Police.
  • Authorization will only be granted if the additional role does not create a conflict of interest, interfere with the officer’s duties, or undermine the impartiality of the department (at discretion of the Chief of Police)
  • Any outside role - government or otherwise must not compromise the departments standards, operational effectiveness, or ethical obligations.
  • All requests must be submitted in writing to the SAPD Executive Staff for review. Each case will be evaluated individually, and all decisions will be documented.

Subject: True-Commitment
This administrative decree sets out a restriction that restricts Supervisory staff and Command staff from holding a rank of R90+ in any of the criminal groups from their ALT Characters. This decree also reflects on the future sergeant in training candidates as well. Those officers who are holding a rank of R90+ in any criminal group, will not be able to join supervisory office or command office.

Supervisory Officers & Command Staff of the department must fullfill ONE of these requirements:
  • Leave the said criminal group if they are holding a rank of R90+ in it.
  • Set themselves below R90 in that said group
  • If they don't wanna give their rank in those said groups, step down from supervisory or command staff positions.
This decree is being imposed to avoid any conflict of interests between any criminal groups and our department. This decree will prove the commitment of our department's leader to give up on their criminal groups ranks or either this department's leading rank.
