Your Honor,
The Federal Bureau of Investigation, on behalf of the United States of America, formally brings charges against the defendant The Clown.
On August 16th, 2026 at approximately 18:30 CET, the Federal Bureau of Investigation Special Agent Kira Hernandez & Antonio Hernandez heard an SOS alert over the police radio for the Chief of Police Felicity Taylor, a moments later, the same voice (The Clown's) spoke in the police radio, publishing a PSA about the Chief of Police afterwards, threatening the life of the Chief, either to obey his commands or he kills the Chief as shown below;

After the PSA, The Clown was traced by the FBI and was found at the forest of the Mountain Chiliad, west bound, in Whetstone region. The Defendant was also found with a known notorious group called NBA acronym for National Balla Association. Upon discovery, FBI agents were listening to the threats he made, order he had given to the gang involved in the matter, planning to execute the Chief as well as planning to kill everyone that approaches by placing bunch of Mines, IEDs, Claymores. The Defendant influenced a group of people, to help him commit crime, multiple federal laws were broken.
The Clown upon arrival of cavalry and reinforcements from all agencies excluding National Guard. A SWAT Officer apprehended the Defendant, the Chief was rescued and the suspect taken into custody in which later on, passed over to the FBI. Upon processing, the Defendant was taken to the process room, his fingerprints scanned, mugshots taken, DNA sample collected and his possessions seized, specifically items that may harm himself or others. The Defendant was found with multiple explosive devices, military grade weapons, special tools, all designated to commit terrorism if not more. Evidence in Exhibit A proves beyond doubt that he's guilty as charged. Evidence in Exhibit B, will provide accurate information of the warrant that was executed on the 19th of August, 2026 at 03:30 CET on Mr. The Clown's property and upon the warrant execution, the agents discovered a stash of contraband inside his property located at 328, Willowfield, Los Santos containing enough illegal items, possibly to commit another crime if not intended for distribution and destruction of our country.

In the end, after the interrogation as provided in Exhibit F in which, with no doubt, Mr. The Clown had admitted to the crimes he had committed, showing willingness & no regret at the cost of the state's defenders to violate federal laws in broad daylight. However, the Defendant has agreed to sign a written confession in regards of his crimes. In Exhibit D a written, fully stamped & signed confession by the Defendant.
The Bureau respectfully requests that this Court impose the maximum applicable penalties as outlined in Section IV of this filing.
