I am an Agent with the Federal Bureau of Investigation. Before I go further, I want to clarify something for the record, since I used more than one identity over the course of this investigation, and I want the Court to understand why.

While infiltrating the National Balla Association, I operated under the alias Pawel Walaszek. That is the identity the Defendant knew me by during the period covered in Exhibit H. During the Defendant's processing on July 13th, I was working under a separate alias, Jak Petisi, shown on my badge in Exhibit C.3. By the time I conducted the interrogation on July 20th, I identified myself under my real name, Thomas Buckley, as documented at the start of that recording.

While undercover as Pawel Walaszek, I personally observed the Defendant on two separate occasions inside NBA headquarters, loading and storing what I later confirmed to be weapons and narcotics into the organization's storage. Those observations are documented and dated in Exhibit C.1.

Also while under that alias, on July 2nd, 2026 at 17:14 CET, I observed the Defendant flying a Maverick helicopter directly into restricted airspace above the National Guard's Ocean Docks facility. He landed inside the fenced premises without authorization and personally handed two RPG cases to me directly. That exchange is documented in Exhibit H.

On July 4th, working under my agent capacity, I was present for the execution of the search warrant at NR 1307 and NR 236, alongside Special Agent in Charge Steven Collin and other agents. The items listed in Exhibit A were recovered from NR 1307 and the cannabis cultivation site at NR 236 was recorded at 20:51 CET that same day, documented in Exhibit B.

Following the Defendant's arrest on July 13th, working under the alias Jak Petisi, I conducted his processing. I read him his Miranda rights and he confirmed his understanding before being placed in a holding cell. That exchange is recorded in Exhibit C.3.

On July 20th, under my own name and identity I conducted an interrogation of the Defendant. During that conversation I asked whether he knew someone named Pawel Walaszek. I asked that question deliberately, to establish whether he recognized the name of the individual he had personally handed weapons to two weeks earlier, without disclosing that Pawel Walaszek and I were the same person. He denied knowing him. I also asked whether he wished to sign a document that could improve his standing before the Court. He declined, twice, and no statement or signature was obtained. Nothing from that interrogation was used to support any charge brought against him.

Based on what I personally observed and participated in over the course of this investigation, the Defendant's involvement with the National Balla Association was not a single occurrence. He was present at the organization's headquarters on multiple separate dates, directly handled and moved their weapons and narcotics stockpile himself and personally transferred restricted munitions into my hands under the belief I was a member of that organization. This was sustained, direct participation, not incidental presence.

The Defense was given 24 hours to present a witness. That window has closed and no witness was called. The Prosecution therefore submits this as its closing statement.

Let's go back to what this case was actually about because a lot has been argued over the past days but the core of it never changed.

On July 4th, we searched a house that belonged to Mr. Mctavish and found fifteen vault keys, a hacking laptop, a drone, a ballistic shield, a space suit, and $6,400 in marked bills. None of that is something an ordinary citizen is allowed to keep. We searched a second property he controlled and found an active cannabis grow operation, plants in pots and ready to go.

Neither of those findings happened in isolation. They came out of a longer undercover operation into an organization called the National Balla Association. That operation put an agent inside the group and that agent watched Mr. Mctavish, in person, on more than one occasion, loading and storing weapons and narcotics at their headquarters. Two days before we ever executed a warrant on his home, that same agent watched him fly a helicopter into restricted airspace over a National Guard base, land inside the fence line without any authorization and hand over two RPG cases directly.

Agent Buckley testified to all of this under oath, in his own words, and walked this Court through exactly how he came to observe it, including being upfront about the three different names he used over the course of the investigation and why. Nothing in his testimony has been contradicted. The Defense had the opportunity to cross-examine him and did not take it. The Defense had the opportunity to call their own witness and let that window pass as well.

The Defense's motion raised four objections along the way. We addressed each one directly, the interrogation was disclosed in full the moment the Court ordered it and it produced no statement used against the Defendant, so it changes nothing about the case. The accomplice charge doesn't require naming every other member of an organization, it requires a crime and knowing assistance in it and we've shown both. The currency statute doesn't require the Defendant to have personally robbed a bank, it only asks whether he possessed the proceeds and he did. And the seizure of his properties isn't nationalization requiring Congress, it's criminal forfeiture, a power expressly given to this Bureau and one this Court has recognized before.

We also brought forward the Ocean Docks incident, on our own, not because we had to, but because it mattered. That evidence is now part of the record too, corroborated independently by a formal complaint from the National Guard itself.

Your Honor, none of this rests on any one piece of evidence standing alone. It's the search, the grow house, the undercover surveillance, the raid on the headquarters, the helicopter incident, and sworn testimony, all pointing the same direction. Mr. Mctavish kept restricted items in his own home, ran an illegal narcotics operation out of a second property, personally handled and transferred weapons tied to an armed organization and did so on more than one occasion across more than one location.

We're not asking the Court to take anything on faith. Everything here has been documented, dated, and testified to under oath. We ask the Court to weigh it as what it is, a consistent pattern of conduct by one man, not a series of unrelated accusations.

The Prosecution respectfully rests its case and asks the Court to find in favor of the United States on all charges as filed and amended.

Let it be recognised that the court has assigned this case ID # CV-184. The evidence provided in the initial documentation provided by the federal prosecution against Mr. Charles Mctavish, henceforth the Defendant, is deemed as sufficient and removes any possibility for summary dismissal.

I. FINDINGS

The evidence provided in the initial documentation provided by the federal prosecution against Charles Mctavish, henceforth the Defendant, has been reviewed and has found it sufficient enough to proceed with the charges against the Defendant. The court finds Mr. Charles Mctavish GUILTY.

The Court finds Mr. Charles Mctavishto be in violation of the following state and federal law(s), as outlined by the Plaintiff:

U.S. CODE Title VII, Section (E), Subsection (A) and (B)

(1) Controlled items are weapons or substances whose possession, manufacture, or distribution is restricted or prohibited under federal law.


(2) Controlled substances are classified as follows:
(A) Class A Substances: Cannabis Indica, Cannabis Sativa;
(B) Class B Substances: Heroin, Methamphetamine;
(C) Class C Substances: Cocaine;
(D) Class D Substances: Xanax, Percocet, Oxycodone

U.S. CODE TITLE V, Section (C) Currency, Subsection (4)

(4) Any person in possession of money or items that were stolen from an ATM or a bank shall be imprisoned for no less than 5 years and no more than 15 years

U.S. CODE TITLE VII, Section (E) Controlled Items, Subsection (4)(A)

(4) Federal Prohibitions and Maximum Limits
(A) No person may possess or manufacture any quantity of the controlled substances listed under USC VII (E)(2), unless explicitly permitted by applicable state law within the federal limits defined below.
(B) No person may possess or manufacture any quantity of the controlled weapons listed under USC VII (E)(3).

USC Title VI, Section (F) - Accomplice

(1) Any person who knowingly, voluntarily, or intentionally gives assistance to another in (or in some cases fails to prevent another from) the commission of a crime. An accomplice shall receive the same prison sentence or a monetary fine as the principal.

USC Title XIV, Section (C)(2)(A) - No Fly Zone Violation

(2) A no fly zone can be imposed by the United States Navy & Air Force when:
(A) At all times over military installations;

USC Title VII, Section (F)(2) - Trespassing in a Restricted Federal Area

(2) Any person which is trespassing a restricted part of a federal building or its premises shall be fined no less than $1,000 and no more than $50,000 or imprisoned for no more than a year.

SA-PSC § VII.14 - Illegal Parking of an Aircraft

Parking an aircraft outside of a recognized airstrip or one of the helipads throughout San Andreas is a serious offence. Exceptions apply to governmental workers during their operations. Failure to obey the parking law of aircraft is punishable by a fine, or a jail sentence.

SA-PSC § III.20 - Trespassing in a Restricted Area

A person who, without proper authorization, enters any government-managed facility, or restricted section of a public government building that is secured with the intent of keeping non-authorized personnel out due to a security or safety hazard.

II. RULING

The court finds Mr. Charles Mctavish guilty of the aforementioned crime(s) as per the evidence provided by the Plaintiff, his revised settlement, therefore he is sentenced to:

• The defendant be sentenced to a minimum of 20 years of imprisonment

• The Defendant to be monetary fined : $25,000,000

• The property NR 1307 to be permanently seized and forfeited to the federal government.

• The Property NR 236 to be condemned and the cultivation equipment destroyed

• The helicopter (Model: Maverick) to be seized for 2 months.

• The Defendant has period of seven (7) days to fulfill the 2nd point, an amount of 10% interest is added for every 24 hours passed after the time limit is over in case the Defendant's net-worth had not been processed as ordered.

• The Defendant can pay the amount stated whenever he want within the given time limit directly to the Government Bank ((Group Account)) ID#1. ((Ensure to provide screenshot of the payment in that case to my Discord DMs or Forum PM me the transfer))

• The time period specified in the second point begins on August 8, 2026, at 3:00 CET and ends on August 15, 2026, at 3:00 CET. Failure to meet this deadline will result in the Court ordering further asset seizures, as outlined in the sixth point.
